I support payment limitations on the corporate and larger wealthier farmers so as to better support the family farms, which are the best social institution the country has ever had.

The federal government should get out if (sic) the Agricultural Subsidy business. The primary aim of the "Freedom to Farm Act" was just that. With the passage of the new farm bill, subsidies will now go up and "Freedom to Farm" has been eviscerated.

I support this mainly to prevent innocent people from paying the ultimate punishment. Recent advances in DNA testing have shown that previous convictions may well be false. You can open up a jail door - you can't re-open a coffin.

I support any bill that gives parents and local communities control over their children's education. I also support eliminating the Department of Education, which has done nothing to educate our children but rather has become a sinkhole for taxpayer dollars.

Euthanasia

An individual should be sovereign over his or her own body. If not, then they are not free people but rather serfs of the State.

Faith-Based Initiative

If churches want to involve themselves in government funded programs, then they should be willing to submit to government taxation.

It mostly depends upon the level of oversight and what controls, checks and balances will be brought to bear in order to insure poverty relief compliance.

Before the politicians got involved in healthcare, hospital stays, health insurance, doctor visits, and medicine were easily affordable. Then the government stepped in to "help." Now health care costs are through the roof, insurance is almost unaffordable and the quality of medical service has suffered. Get the bureaucrats out of the health care business.

Additional cuts in nuclear weapons beyond those in the treaty between the U.S. and Russia?  Oppose

The level of reductions called for in the Treaty of Strategic Offensive Reductions, or Moscow Treaty, was reached by the Nuclear Posture Review, conducted by the Department of Defense at the request of Congress. That review determined the greatest possible reductions of U.S. operationally deployed strategic nuclear weapons would be at a level of 1700 to 2200 warheads, a reduction of two-thirds from our current level. The level of our nuclear arsenal should be determined by our national security leaders after careful examination of our security needs. I would, however, support further reductions if such a careful review demonstrated we could meet our security needs with a smaller arsenal.

Capital Punishment

I support capital punishment as an appropriate penalty for our country's most violent and dangerous criminals. However, I believe the death penalty should be legislated at the state level and not by the federal government.

Educating our children is one of our most important responsibilities. While parents should have a choice of schools to send their children to, I believe that education decisions are best made at the local level, by parents, teachers, administrators and school boards who know our children best. States should have the right (to) implement a school voucher/scholarship system that makes sense locally.

Funding substantial and rapid debt reduction for poor nations that commit benefits to relieving poverty?  Support

The Debt Relief Enhancement Act of 2002 (S.2210) provides funding for heavily indebted poor countries with a serious commitment to poverty relief through debt reduction strategies. Offered by Sen. Biden, this bill became a part of the HIV, AIDS, Tuberculosis, and Malaria Act of 2002 (S.2525) that passed the Senate by unanimous consent on July 3rd. I was one of the original cosponsors of this bill and will watch closely as it progresses through the conference committee with the House.

I believe that tax incentives and expanding the availability of medical savings accounts are more effective long-term healthcare reforms than federally mandated programs applied regardless of ability or need.

Immigration/Refugee Policy

Legalizing status of undocumented immigrants under certain conditions?  Oppose

I support legal immigration to the United States. Most of us are products of immigration. Our country has a proud history of providing opportunities to people of all nationalities and I support continuing this tradition. I have consistently opposed granting amnesty to undocumented immigrants. Rather than granting amnesties, I support exploring new and more commonsense immigration policies that would create a limited system of legal, earned regularization under a guest worker program that would help deter continual illegal immigration. This regularization would be acquired gradually by immigrants when they complete a requisite work record in the U.S., demonstrate good citizenship, including English language skills, pay taxes, and undergo security checks.

Minimum Wage

The best way to raise wages is to have health, growing economy. Higher productivity leads to higher wages, and it's the market, not government, that properly determines the wage base.  While Congress alone cannot control the economy, we can control the tax burden we put on the American people. That's why I believe reducing taxes is the right way t o return money to the American people.  By reducing the federal tax-bite, workers will take home more of the hard-earned pay and have the opportunity to save and invest in their future.

Welfare Policy

I believe Congress must build upon the historic welfare reform law of 1996 and allow more families to climb the ladder to economic prosperity. I support maintaining the basic TANF block grant at $16.6. billion annually -- despite a 52% reduction in caseloads -- so that states will be well equipped to meet any new commitments stemming from increased work requirements and to bolster their current work support programs. In addition, I support allowing states to transfer more of their TANF funds to their child care reserves and making the child tax provisions included in the bush tax cut permanent.

Strongly. Congress must amend and reform legislation regulating commodity trading and commodity prices. When I'm elected into the Senate, I will author a bill into legislation to give absolute transparency to amend the 1936 Commodity Exchange Act to publicly disclose the identity of the four largest buyer, seller, and traders of the unfair practice of manipulating the futures markets.

Arms Control/Disarmament

We have nuclear capabilities to destroy our planet 100 times over. Given the state of our economy, the financial turmoil and the decline and erosion of our civil liberties mostly because of corporate greed and corruption if we invested one half the time and money the present Administration spends on the Middle East fiasco we could have a tremendous focused Domestic Policy for the American people to benefit future generations.

Capital Punishment

I believe the death penalty is on its' way out.  However, through scientific DNA evidence many times we can prove a criminal's guilt beyond reasonable doubt.  If our legal system is going to incarcerate violent, serial, despicable, heinous criminals for life ever after, these killers of innocent law-abiding citizens must be made periodically to feel remorse and the pain and heartache they cause family members to endure for a lifetime!

Education

Under the U.S. Constitution education remains a responsibility of the States. Some federal financial support is paid to states for education. I would be open to considering if this aid should be on a student per capita basis for all elementary and secondary students of all certified schools. I do not believe that federal support should apply to scholarships.

Euthanasia

Legalize assisted suicide and euthanasia?  Oppose

I oppose euthanasia. I believe that a physician should be legally allowed to suspend administration of any life supportive medication at the request of a terminally ill patient or his/her family if the patient has become comatose indefinitely or legally brain dead.

Faith-Based Initiative

Facilitate participation by churches and religiously affiliated institutions in government-funded anti-poverty programs? Support

I support this participation on a grant qualification basis.

Foreign Policy

Linking U.S. foreign policy to performance on human rights?  Oppose

Foreign policy on these factors should be administered on a case-by-case basis with the country's performance on human rights being only one of several factors. Life support needs of the people should be the main consideration.

Funding substantial and rapid debt reduction for poor nations that commit benefits to relieving poverty?  Support

Debts of heavily indebted poor countries should be erased just as bankruptcy relief is allowed for our citizens. Many of these countries have already repaid their debt more than one in interest payments.

Health Care

Employers and employees should be mandated to establish provision for healthcare coverage as group coverage of the business or a personal coverage of self-employed. The federal government should then have a backup plan of universal health care coverage for all ages of citizens not covered as above.

Just like my opposition to use of taxpayer funds to support abortion I oppose use of taxpayer funds to subsidize the above stated research.

Legislation to ban human cloning for any reason?  Oppose

There can be adequate information obtained from animal cloning. Human reproduction creates independent sacred souls and should not be threatened with cloning.

Immigration/Refugee Policy

Legalizing status of undocumented immigrants under certain conditions?  Support

With the above stated favorable credentials of these immigrants they should be assimilated as citizens will (sic) full rights. In most cases their initial employment in the U.S. was probably supported by illegal coverup by their employers.

Minimum Wage

Increase federal minimum wage by at least $1.50 by January 2005?  Support

The minimum wage standard must be increased in accordance with the cost of living standards. Stimulates the states revenue to an already sagging economy.

Welfare Policy

Provide resources to ensure that work supports are adequately available for families transitioning to self-sufficiency?  Support

Part of a government's activity in supporting people on welfare should be to encourage them to self-sufficiency and to help phase them into this status with the necessary supplemental assistance.
