Comments: Transitional support is important for those striving to become self-sufficient, and so I am inclined to support.

Comments: The courts may need to decide if it can be modified due to the fact it is in the constitution. In retrospect, it appears to be the wrong solution to the problem at that time. Something needed to be done at that time, but maybe land use guidelines in statute would be better.

Comments: The Courts already emphasize such community-based corrections. The success of such programs – where they are available – is limited only by the willingness of the offender to participate.

Comments: The majority of voters appear to consider the death penalty to be a deterrent to crime.

Comments: Contributions to qualified nonprofit educational institutions are already treated as exemptions, which should encourage such contributions. A limited exemption for tuition paid to such an institution should also be considered.

Comments: I am not aware of any such legislative provision in Nebraska statutes. Provisions of the Federal "No Child Left Behind" require equal opportunity.

Comments: Who would not support the concept of using limited resources more efficiently? It is the implementation of the Act which is flawed. The State has no transition plan; it has not provided necessary acute care services for committed patients; it is squandering its experienced care providers; it is years away from having adequate community-based services available.

Comments: This question cannot be answered by simple support or oppose. I support access to basic services, including education and public assistance. These services are being provided. However, Federal law governs immigration status, which a state legislature may not preempt, even for the privilege of a motor vehicle operator’s license.

Comments: I have been a half-hearted death penalty supporter—one thing against death penalty is the tremendous cost per execution—is it worth it?

Comments: The state has a very difficult time funding one school system let alone two or more--two classes of 10 students costs more than one class of 20.

Comments: There are approximately 400,000 "frozen embryos," most of which will be destroyed. I would think it would be "more moral" to try and cure diseases for the millions that suffer from them.

Comments: I abstained from the final vote on LB 1083. I’m extremely concerned about the lack of community-based mental health services in rural Nebraska. LB 1083 does not require these services to be provided to rural residents.

Comments: I don’t support creation of life in order to kill it, however there are some ways to use stem cell research which are acceptable to me. I do not support any cloning of human beings.

Comments: I believe I-300 needs to be studied to see if it is still relevant under the current conditions found in today’s agricultural economy. We need to determine if it is still accomplishing its goals. I am against the repeal of I-300.

Comments: The state must make a commitment to rural Nebraska. The state must be willing to improve infrastructure—telecommunications and internet access in rural areas—in order for economic development to take place. Changes need to be made to Nebraska’s business incentives to help rural communities. For example, the state could provide incentives to small main-street businesses who (sic) wish to expand. Also, the university needs to continue to work with ag producers in developing realistic value-added products.

Comments: There are some individuals where incarceration is necessary and warranted. To the extent probation and parole are appropriate punishment for the crime and criminal, I could support these options, provided that it does not place innocent citizens in danger, accomplishes the necessary rehabilitation, and reduces overall costs.

Comments: We should promote value added agriculture production and target economic development efforts for small business incubation and expansion, as small businesses lead in producing new jobs and are more likely to be established in rural communities.

Comments: As a former police officer, I do not support placing dangerous criminals on the streets. But incarceration of non-violent, non-repeat offenders creates overcrowding of penal institutions, pushing more serious offenders back into society. Community-based corrections is more effective and cost efficient.

Comments: While I support the concept of community-based services, we have a severe shortage of adequate bed space for institutionalization in the metro area. Nebraska ranks 49^th among the states in meeting these needs. This must be addressed before closing regional centers.

Comments: We should pursue ways to reduce dependency on welfare without depriving children of adequate support.

Comments: As a practicing Catholic and former Catholic school principal, I oppose any monies being used for payment for abortion.

Comments: As a state we must be prepared to correct any problems that would come from legal challenges such as South Dakota faced with Amendment E. We must also be aware and willing to ensure that all laws regarding agriculture are not preventing beginning farmers (of all ages) from the industry.

Comments: Ideally we would recognize that economic development programs should include value added agriculture, such as livestock production, which it does not currently. Also recent changes to state law to create specific rural development programs in counties of less than 25,000 people will help too. Finally a determined effort to ensure the technology and infrastructure are available in rural Nebraska for businesses to locate is a must.

Comments: Western Nebraska has been able to provide a great example of what a community-based program can be and the success that can be achieved through it.

Comments: I believe it is appropriate to help those who need help regardless of race or ethnicity. However, when we condone offering official identification to individuals who have come to America illegally we are setting ourselves up for potential security problems.

Comments: Adequate funding is a moving target for many differing viewpoints, but we must reform all assistance to reward those who strive to become self-sufficient.

Comments: Construction of expressways should be considered for rural development. At the present time only vehicle numbers are considered when prioritizing highway construction.
