Repealing death penalty and replacing it with imprisonment for life without possibility of parole and with mandatory order of restitution?

Support

Education

Education-expense tax credits?

No specific response

Education vouchers?

No specific response

Scholarship donation tax credits?

No specific response

Comments: The state budget problems will not allow for the provision of the benefits in the foreseeable future.

Enabling state-certificated teachers employed by private and religiously oriented schools (K-12) to participate equitably in state-sponsored professional development programs?

Embryonic Research

Enacting ban on research that destroys live human embryos for their stem cells?

Legalizing voluntary, consensual euthanasia and assisted suicide?

Oppose

Health Care

Nebraska Behavioral Health Services Act (LB 1083, 2004)?

Support

Immigrant Policy

Ensuring that (newly arrived) immigrants have access to basic human services?

No specific response

Comments: I support assistance programs for all those who legally reside in our state. Those who are here as a result of a violation of immigration laws should not be eligible for public assistance.

Tax Policy

Preserving tax exemption for qualifying religious, educational and charitable property?

Support

Reinstating the sales tax on (home-prepared) food purchases?

Oppose

Welfare Policy

Adequate funding for transitional support for those striving to become self-sufficient pursuant to state policy?

Support

Prohibiting additional cash assistance for children born to mothers already receiving aid for dependent children ("family cap")?

No specific response

Comments: Need further information.

District 31

Candidate: Rich Pahls

Abortion

Using public funds for abortion?

Oppose

Agriculture/Rural Life

Initiative 300?

Modified

Comments: Places too many limitations on farmers or ranchers who want to sell their land. Neighbors can’t pool resources in a corporate structure to farm together. Hard to bring their children into a farming corporation.

Policy changes and/or initiatives to bring about greater economic development in rural communities?

Comments: Enhance LB 936, the Rural Economic Opportunity Act, and LB 608, Employment and Investment Incentive Act.

Cloning

Enacting ban on cloning processes that create human embryos for any purpose?

Support

Criminal Justice

Promoting greater use and coordination of probation and parole?

Support

Death Penalty

Repealing death penalty and replacing it with imprisonment for life without possibility of parole and with mandatory order of restitution?

Oppose

Comments: Need to change to lethal injection.

Education

Education-expense tax credits?

Oppose

Education vouchers?

Oppose

Scholarship donation tax credits?

Oppose

Comments: The tax-exempt status of religious organization could be effected (sic) by supporting this decision.

Enabling state-certificated teachers employed by private and religiously oriented schools (K-12) to participate equitably in state-sponsored professional development programs?

Support

Embryonic Research

Enacting ban on research that destroys live human embryos for their stem cells?

Support

Euthanasia/Assisted Suicide

Legalizing voluntary, consensual euthanasia and assisted suicide?

Oppose

Health Care

Nebraska Behavioral Health Services Act (LB 1083, 2004)?

Support

Comments: The legislature should continue to review and monitor this reform of the state’s behavioral health system.

Immigrant Policy

Ensuring that (newly arrived) immigrants have access to basic human services?

Support

Comments: Immigrants should have legal status.

Oppose

District 31

Candidate: Ben Thompson

Abortion

Using public funds for abortion?

Oppose

Agriculture/Rural Life

Initiative 300?

No specific response

Comments: I will review the conclusions after a study of I-300’s efficacy is finished.

Policy changes and/or initiatives to bring about greater economic development in rural communities?

Comments: For rural economic development, I would be more aggressive in making eligible applicants aware of the incentives available under LB 608. I would also encourage that more tourism efforts be focused in rural areas to highlight our wildlife, historical and natural resource offerings.

Cloning

Enacting ban on cloning processes that create human embryos for any purpose?

Support

Criminal Justice

Promoting greater use and coordination of probation and parole?

Support

Comments: I support corrections policies that seek to rehabilitate while striving for deterrence to reduce recidivism.

Death Penalty

Repealing death penalty and replacing it with imprisonment for life without possibility of parole and with mandatory order of restitution?

Support

Education

Education-expense tax credits?

Support

Education vouchers?

Oppose

Scholarship donation tax credits?

Support

Enabling state-certificated teachers employed by private and religiously oriented schools (K-12) to participate equitably in state-sponsored professional development programs?

Comments: I would consider supporting equal participation in state-sponsored professional development programs with more information.

Embryonic Research

Enacting ban on research that destroys live human embryos for their stem cells?

Oppose

Comments: While I recognize that this is a controversial issue, a total ban would prevent many advances in modern medicine without necessarily involving the government in the destruction of human embryos. I would prefer to allow opportunities for research as long as embryos that have been terminated for other reasons exist.

Euthanasia/Assisted Suicide

Legalizing voluntary, consensual euthanasia and assisted suicide?

Oppose

Health Care

Nebraska Behavioral Health Services Act (LB 1083, 2004)?

Support

Immigrant Policy

Ensuring that (newly arrived) immigrants have access to basic human services?

No specific response

Comments: I would support making basic services available to illegal immigrants only as long as the recipients are paying taxes.

Tax Policy

Preserving tax exemption for qualifying religious, educational and charitable property?

Support

Reinstating the sales tax on (home-prepared) food purchases?

No specific response

Comments: I am inclined to oppose reinstating the sales tax on home-prepared food purchases.

Welfare Policy

Adequate funding for transitional support for those striving to become self-sufficient pursuant to state policy?

No specific response

Comments: Transitional support is important for those striving to become self-sufficient, and so I am inclined to support.

Prohibiting additional cash assistance for children born to mothers already receiving aid for dependent children ("family cap")?

Support

District 33

Candidate: Carroll Burling

Abortion

Using public funds for abortion?

Oppose

Agriculture/Rural Life

Initiative 300?

Modified

Comments: The courts may need to decide if it can be modified due to the fact it is in the constitution. In retrospect, it appears to be the wrong solution to the problem at that time. Something needed to be done at that time, but maybe land use guidelines in statute would be better.

Policy changes and/or initiatives to bring about greater economic development in rural communities?

Comments: Incentives similar to those in current statute with slight modifications are effective. We need to continue to prioritize infrastructure and information technology development. Overhaul the current state tax structure to make it more friendly to small businesses.

Cloning

Enacting ban on cloning processes that create human embryos for any purpose?

Support

Criminal Justice

Promoting greater use and coordination of probation and parole?

Support

Comments: The resources are not available to incarcerate as many non-violent offenders as we do now. New technology should enable us to look for effective alternatives.

Death Penalty

Repealing death penalty and replacing it with imprisonment for life without possibility of parole and with mandatory order of restitution?

Oppose

Comments: Death is the ultimate price for taking another life, so I believe we de-value life by repealing the death penalty.

Education

Education-expense tax credits?

Support

Education vouchers?

Support

Scholarship donation tax credits?

Support

Comments: The above support is dependent on how the program is set up, amounts of credits, how it might effect (sic) special ed., etc.

Enabling state-certificated teachers employed by private and religiously oriented schools (K-12) to participate equitably in state-sponsored professional development programs?

Support

Comments: Generally support enabling voluntary participation, but the process is more complicated than it might seem.

Embryonic Research

Enacting ban on research that destroys live human embryos for their stem cells?

Support

Euthanasia/Assisted Suicide

Legalizing voluntary, consensual euthanasia and assisted suicide?

Oppose

Health Care

Nebraska Behavioral Health Services Act (LB 1083, 2004)?

Oppose

Comments: There are parts of LB 1083 which are worth pursuing from an administrative standpoint.

Immigrant Policy

Ensuring that (newly arrived) immigrants have access to basic human services?

No specific response

Comments: If they are paying taxes here it is in our best interest to give them basic services and education, but we should prioritize the importance of firm and fair immigration laws that enhance a stable society.

Tax Policy

Preserving tax exemption for qualifying religious, educational and charitable property?

Support

Reinstating the sales tax on (home-prepared) food purchases?

No specific response

Comments: My support would depend upon the definition of "home-prepared," and whether or not the proposal was a part of a larger, more inclusive plan.

Welfare Policy

Adequate funding for transitional support for those striving to become self-sufficient pursuant to state policy?

No specific response

Comments: I support doing all we can to make the welfare-to-work program successful. I don’t believe that resources are available for "adequate" funding, but some funding is certainly necessary.

Prohibiting additional cash assistance for children born to mothers already receiving aid for dependent children ("family cap")?

No specific response

Comments: The family cap policy is a worthy goal, but my support would depend upon other provisions in the proposal.

District 33

Candidate: Steve Scherr

Abortion

Using public funds for abortion?

Oppose

Agriculture/Rural Life

Initiative 300?

Left Alone

Policy changes and/or initiatives to bring about greater economic development in rural communities?

Comments: I would participate in an initiative to encourage and support projects for enhancing the value of agricultural products.

Cloning

Enacting ban on cloning processes that create human embryos for any purpose?

Support

Criminal Justice

Promoting greater use and coordination of probation and parole?

Support

Comments: The Courts already emphasize such community-based corrections. The success of such programs – where they are available – is limited only by the willingness of the offender to participate.

Death Penalty

Repealing death penalty and replacing it with imprisonment for life without possibility of parole and with mandatory order of restitution?

Oppose

Comments: The majority of voters appear to consider the death penalty to be a deterrent to crime.

Education

Education-expense tax credits?

Oppose

Education vouchers?

Oppose

Scholarship donation tax credits?

Oppose

Comments: Contributions to qualified nonprofit educational institutions are already treated as exemptions, which should encourage such contributions. A limited exemption for tuition paid to such an institution should also be considered.

Enabling state-certificated teachers employed by private and religiously oriented schools (K-12) to participate equitably in state-sponsored professional development programs?

Support

Comments: I am not aware of any such legislative provision in Nebraska statutes. Provisions of the Federal "No Child Left Behind" require equal opportunity.

Embryonic Research

Enacting ban on research that destroys live human embryos for their stem cells?

Support

Euthanasia/Assisted Suicide

Legalizing voluntary, consensual euthanasia and assisted suicide?

Oppose

Health Care

Nebraska Behavioral Health Services Act (LB 1083, 2004)?

Support

Comments: Who would not support the concept of using limited resources more efficiently? It is the implementation of the Act which is flawed. The State has no transition plan; it has not provided necessary acute care services for committed patients; it is squandering its experienced care providers; it is years away from having adequate community-based services available.

Immigrant Policy

Ensuring that (newly arrived) immigrants have access to basic human services?

No specific response

Comments: This question cannot be answered by simple support or oppose. I support access to basic services, including education and public assistance. These services are being provided. However, Federal law governs immigration status, which a state legislature may not preempt, even for the privilege of a motor vehicle operator’s license.

Oppose

Comments: However, a mother in such circumstances does qualify for appropriate medical assistance.

District 35

Candidate: Ray Aguilar

Abortion

Using public funds for abortion?

Oppose

Agriculture/Rural Life

Initiative 300?

Modified

Comments: Some say it's not working as intended.

Policy changes and/or initiatives to bring about greater economic development in rural communities?

Comments: Keep in place LB 775.

Oppose

Education

Education-expense tax credits?

Support

Education vouchers?

Oppose

Scholarship donation tax credits?

Support

Enabling state-certificated teachers employed by private and religiously oriented schools (K-12) to participate equitably in state-sponsored professional development programs?

Support

Embryonic Research

Enacting ban on research that destroys live human embryos for their stem cells?

Support

Euthanasia/Assisted Suicide

Legalizing voluntary, consensual euthanasia and assisted suicide?

No specific response

Comments: No opinion.

Health Care

Nebraska Behavioral Health Services Act (LB 1083, 2004)?

Support

Immigrant Policy

Ensuring that (newly arrived) immigrants have access to basic human services?

Support

Tax Policy

Preserving tax exemption for qualifying religious, educational and charitable property?

Support

Reinstating the sales tax on (home-prepared) food purchases?

Oppose

Welfare Policy

Adequate funding for transitional support for those striving to become self-sufficient pursuant to state policy?

Support

Comments: If we have funds available.

Prohibiting additional cash assistance for children born to mothers already receiving aid for dependent children ("family cap")?

No specific response

Comments: Am not familiar with issue.

District 37

Candidate: Joel T. Johnson

Abortion

Using public funds for abortion?

No specific response.

Comments: Generally oppose. Abortion is a failure to be responsible for one’s actions—but what about the 14 year old raped and impregnated by the girl’s father?

Agriculture/Rural Life

Initiative 300?

No specific response.

Comments: Needs further study, but probably restricts rather than helps modern day farming.

Policy changes and/or initiatives to bring about greater economic development in rural communities?

Comments: Streamline government so that property taxes can go down. Example—Do we need 93 county governments when 13 counties are less than 1,000 population; one is under 400.

Cloning

Enacting ban on cloning processes that create human embryos for any purpose?

No specific response.

Comments: I support bonified (sic) medical research that could spare millions of human beings the horrors of diseases such as diabetes. Stem cell research is supported by the vast majority of scientific organizations.

Criminal Justice

Promoting greater use and coordination of probation and parole?

Support

Comments: Believe we need to help or treat addicted people not sent to prison – Prison probably appropriate for those that sell drugs and live off of the misery they cause others.

Death Penalty

Repealing death penalty and replacing it with imprisonment for life without possibility of parole and with mandatory order of restitution?

No specific response.

Comments: I have been a half-hearted death penalty supporter—one thing against death penalty is the tremendous cost per execution—is it worth it?

Education

Education-expense tax credits?

Oppose

Education vouchers?

Oppose

Scholarship donation tax credits?

Oppose

Comments: The state has a very difficult time funding one school system let alone two or more--two classes of 10 students costs more than one class of 20.

Enabling state-certificated teachers employed by private and religiously oriented schools (K-12) to participate equitably in state-sponsored professional development programs?

Support

Embryonic Research

Enacting ban on research that destroys live human embryos for their stem cells?

Oppose

Comments: There are approximately 400,000 "frozen embryos," most of which will be destroyed. I would think it would be "more moral" to try and cure diseases for the millions that suffer from them.

Euthanasia/Assisted Suicide

Legalizing voluntary, consensual euthanasia and assisted suicide?

Oppose

Comments: But I also do not see prolonging and sustaining a heart and lungs when the brain is not functioning.

Health Care

Nebraska Behavioral Health Services Act (LB 1083, 2004)?

Support

Comments: Strong support; changes long overdue and very expensive. The challenge is to make sure we improve, not just change, the system.

Immigrant Policy

Ensuring that (newly arrived) immigrants have access to basic human services?

Support

Comments: If immigrant is "legal" would support—but your question says regardless of status.

Tax Policy

Preserving tax exemption for qualifying religious, educational and charitable property?

Support

Comments: generally support, but there are groups that seem to be misusing this status and thereby threaten this status for all.

Reinstating the sales tax on (home-prepared) food purchases?

Oppose

Welfare Policy

Adequate funding for transitional support for those striving to become self-sufficient pursuant to state policy?

Support

Comments: Generally support, but state should not become the "parent".

Prohibiting additional cash assistance for children born to mothers already receiving aid for dependent children ("family cap")?

No specific response.

Comments: I don’t know the answers, but are there good and moral ways to encourage responsible parenting?

District 37

Candidate: Mike McShea

Abortion

Using public funds for abortion?

Oppose

Agriculture/Rural Life

Initiative 300?

Left Alone

Policy changes and/or initiatives to bring about greater economic development in rural communities?

Comments: My policy is to enhance and encourage an atmosphere of free enterprise and higher moral standards for our people. I think that we could encourage more small industry in agriculture such as more vegetable markets, fruits and more poultry markets (greenhouses, state encourage young person gardens.) Tax incentives?

Oppose

Education

Education-expense tax credits?

Support

Education vouchers?

Support

Scholarship donation tax credits?

Support

Enabling state-certificated teachers employed by private and religiously oriented schools (K-12) to participate equitably in state-sponsored professional development programs?

Support

Embryonic Research

Enacting ban on research that destroys live human embryos for their stem cells?

Support

Euthanasia/Assisted Suicide

Legalizing voluntary, consensual euthanasia and assisted suicide?

Oppose

Health Care

Nebraska Behavioral Health Services Act (LB 1083, 2004)?

Support

Comments: I am very much in favor of using an array of community-based services for behavioral health, but, at the present, I do not believe that enough of those facilities exist.

Immigrant Policy

Ensuring that (newly arrived) immigrants have access to basic human services?

Oppose

Tax Policy

Preserving tax exemption for qualifying religious, educational and charitable property?

Support

Reinstating the sales tax on (home-prepared) food purchases?

Candidate: Vicki D. McDonald

Abortion

Using public funds for abortion?

Oppose

Agriculture/Rural Life

Initiative 300?

Left Alone

Policy changes and/or initiatives to bring about greater economic development in rural communities?

Comments: Tax incentives and breaks that really work for agriculture and small business.

No response

Euthanasia/Assisted Suicide

Legalizing voluntary, consensual euthanasia and assisted suicide?

Oppose

Health Care

Nebraska Behavioral Health Services Act (LB 1083, 2004)?

No specific response

Comments: I abstained from the final vote on LB 1083. I’m extremely concerned about the lack of community-based mental health services in rural Nebraska. LB 1083 does not require these services to be provided to rural residents.

Immigrant Policy

Ensuring that (newly arrived) immigrants have access to basic human services?

Oppose

Tax Policy

Preserving tax exemption for qualifying religious, educational and charitable property?

Support

Reinstating the sales tax on (home-prepared) food purchases?

Oppose

Welfare Policy

Adequate funding for transitional support for those striving to become self-sufficient pursuant to state policy?

District 43

Candidate: Kevin T. Cooksley

Abortion

Using public funds for abortion?

Oppose

Comments: We should be advising and promoting adoption as the preferred alternative to abortion.

Agriculture/Rural Life

Initiative 300?

Left Alone

Comments: I do not oppose an open-minded study of its effects.

Policy changes and/or initiatives to bring about greater economic development in rural communities?

Comments: Expansion of micro-enterprise small business incentive programs. Expansion of renewable-energy programs. Establishment of "product of Nebraska" sections in grocery stores. High-speed broad-band internet access in all communities.

Cloning

Enacting ban on cloning processes that create human embryos for any purpose?

Support

Comments: I don’t support creation of life in order to kill it, however there are some ways to use stem cell research which are acceptable to me. I do not support any cloning of human beings.

Criminal Justice

Promoting greater use and coordination of probation and parole?

Support

Comments: We can’t incarcerate every lawbreaker, so it makes sense to use non-incarceration punishment for non-violent, non-habitual criminals.

Death Penalty

Repealing death penalty and replacing it with imprisonment for life without possibility of parole and with mandatory order of restitution?

Oppose

Comments: Mandatory restitution does no good when a criminal has no money/assets. Capital crimes deserve capital punishment with limited appeals.

Education

Education-expense tax credits?

Not sure

Education vouchers?

Not sure

Scholarship donation tax credits?

Not sure

Comments: I am not sure how I feel about these subjects. I can say I’m not opposed to considering them and listening to proposals. I’d like to see how vouchers differ from option enrollment.

Enabling state-certificated teachers employed by private and religiously oriented schools (K-12) to participate equitably in state-sponsored professional development programs?

Support

Comments: If they’re state-certificated they should have equal access to development programs.

Embryonic Research

Enacting ban on research that destroys live human embryos for their stem cells?

Support

Comments: I am endorsed by NE Right to Life.

Euthanasia/Assisted Suicide

Legalizing voluntary, consensual euthanasia and assisted suicide?

Oppose

Comments: While I am sensitive to the need for compassion in times of terminal illness and I have no desire to prolong unnecessary suffering in terminal illness, I am leery of abuses and putting a "third" person in the middle of legal issues.

Health Care

Nebraska Behavioral Health Services Act (LB 1083, 2004)?

Support

Comments: I think it is a good thing if patients can be based closer to "home", but we need to first ensure that necessary services will be available.

Immigrant Policy

Ensuring that (newly arrived) immigrants have access to basic human services?

No specific response

Comments: Not for illegal immigrants.

Tax Policy

Preserving tax exemption for qualifying religious, educational and charitable property?

Support

Comments: For real property, again, on a basic level.

Reinstating the sales tax on (home-prepared) food purchases?

Oppose

Comments: Too hard to administer.

Welfare Policy

Adequate funding for transitional support for those striving to become self-sufficient pursuant to state policy?

Support

Comments: On a limited basis, as the state can afford.

Prohibiting additional cash assistance for children born to mothers already receiving aid for dependent children ("family cap")?

Support

Comments: I would support a "ratcheting down" of assistance for additional children.

District 43

Candidate: Deb Fischer

Abortion

Using public funds for abortion?

Oppose

Agriculture/Rural Life

Initiative 300?

Studied.

Comments: I believe I-300 needs to be studied to see if it is still relevant under the current conditions found in today’s agricultural economy. We need to determine if it is still accomplishing its goals. I am against the repeal of I-300.

Policy changes and/or initiatives to bring about greater economic development in rural communities?

Comments: The state must make a commitment to rural Nebraska. The state must be willing to improve infrastructure—telecommunications and internet access in rural areas—in order for economic development to take place. Changes need to be made to Nebraska’s business incentives to help rural communities. For example, the state could provide incentives to small main-street businesses who (sic) wish to expand. Also, the university needs to continue to work with ag producers in developing realistic value-added products.

Cloning

Enacting ban on cloning processes that create human embryos for any purpose?

Support

Criminal Justice

Promoting greater use and coordination of probation and parole?

Support

Comments: There are some individuals where incarceration is necessary and warranted. To the extent probation and parole are appropriate punishment for the crime and criminal, I could support these options, provided that it does not place innocent citizens in danger, accomplishes the necessary rehabilitation, and reduces overall costs.

Death Penalty

Repealing death penalty and replacing it with imprisonment for life without possibility of parole and with mandatory order of restitution?

Oppose

Education

Education-expense tax credits?

Oppose

Education vouchers?

Oppose

Scholarship donation tax credits?

Oppose

Enabling state-certificated teachers employed by private and religiously oriented schools (K-12) to participate equitably in state-sponsored professional development programs?

Embryonic Research

Enacting ban on research that destroys live human embryos for their stem cells?

Support

Euthanasia/Assisted Suicide

Legalizing voluntary, consensual euthanasia and assisted suicide?

Oppose

Health Care

Nebraska Behavioral Health Services Act (LB 1083, 2004)?

Support

Immigrant Policy

Ensuring that (newly arrived) immigrants have access to basic human services?

No specific response

Comments: If the newly arrived immigrants are here in this country legally, I see no reason why they should not have these benefits.

Comments: I would need more information on this policy, for example, the number of people that it affects.

District 45

Candidate: Abbie Cornett

Abortion

Using public funds for abortion?

Oppose

Agriculture/Rural Life

Initiative 300?

Left Alone

Policy changes and/or initiatives to bring about greater economic development in rural communities?

Comments: We should promote value added agriculture production and target economic development efforts for small business incubation and expansion, as small businesses lead in producing new jobs and are more likely to be established in rural communities.

Cloning

Enacting ban on cloning processes that create human embryos for any purpose?

Support

Criminal Justice

Promoting greater use and coordination of probation and parole?

Support

Comments: As a former police officer, I do not support placing dangerous criminals on the streets. But incarceration of non-violent, non-repeat offenders creates overcrowding of penal institutions, pushing more serious offenders back into society. Comments: While I support the concept of community-based services, we have a severe shortage of adequate bed space for institutionalization in the metro area. Nebraska ranks 49th among the states in meeting these needs. This must be addressed before closing regional centers.

Support

Prohibiting additional cash assistance for children born to mothers already receiving aid for dependent children ("family cap")?

Agriculture/Rural Life

Initiative 300?

Modified

Comments: As a state we must be prepared to correct any problems that would come from legal challenges such as South Dakota faced with Amendment E. We must also be aware and willing to ensure that all laws regarding agriculture are not preventing beginning farmers (of all ages) from the industry.

Policy changes and/or initiatives to bring about greater economic development in rural communities?

Comments: Ideally we would recognize that economic development programs should include value added agriculture, such as livestock production, which it does not currently. Also recent changes to state law to create specific rural development programs in counties of less than 25,000 people will help too. Finally a determined effort to ensure the technology and infrastructure are available in rural Nebraska for businesses to locate is a must.

Immigrant Policy

Ensuring that (newly arrived) immigrants have access to basic human services?

Oppose

Comments: I believe it is appropriate to help those who need help regardless of race or ethnicity. However, when we condone offering official identification to individuals who have come to America illegally we are setting ourselves up for potential security problems.
