Media Release of Nebraska's Opinion on School Choice

Paul Diperna, Freidman Foundation on Educational Choice

an area of concern for the Nebraska Catholic Conference:

All persons are entitled to educational opportunities that can help them achieve their fullest potential.  The Nebraska Catholic Conference firmly acknowledges and endorses the critical role of parents in the education of their children.  NCC is an advocate for public policies which promote quality education and parental choice, including the choice of religiously-based schools.

And from the Catechism of the Catholic Church (Section 2229):

"As those first responsible for the education of their children, parents have the right  to choose a school for them which corresponds to their own convictions.  This right is fundamental.  As far as possible parents have the duty of choosing schools that will best help them in their task as Christian educators. Public authorities have the duty of guaranteeing this parental right and of ensuring the concrete conditions for its exercise."

Overview

The Nebraska Catholic Conference serves the Archdiocese of Omaha, the Diocese of Lincoln and the Diocese of Grand Island, constituting a combined total of some 375 parishes and missions and 90 elementary schools, 30 secondary schools, and two special education schools.  More than 30,000 Nebraska children are enrolled in Catholic schools, which employ nearly 2,000 state-certificated administrators/teachers.

LB 67, the Elementary and Secondary Educational Opportunities Act, would allow Nebraska individuals, married couples, and businesses to receive a state income tax credit  for contributions to School Tuition Organizations (or Scholarship Tuition Organizations) to assist children in enrolling at  private elementary and secondary schools in Nebraska.  An income tax credit is a dollar-for-dollar reduction in tax liability, as opposed to the treatment of a tax deduction, which only reduces tax liability by a percentage of the amount contributed.
