Candidate's Name: Paul Edwards Office Sought: District 27 AbortionIf Roe v. Wade was overturned, extent to which abortion should be prohibited? I believe that life begins at conception and that all direct attempts of abortions to end the life of the unborn should be illegal. However, I believe that indirect abortions that occur in (an) attempt to save the life of the mother should not be illegal. Use of taxpayer funds for abortion? Oppose Legislation to prohibit research and treatment use of fetal tissue obtained from induced abortions? Oppose I would work with and support our researchers to obtain alternatives to induced abortive fetal tissue so that they could continue to make inroads in the vital research that they are conducting. I do support legislation to prohibit the use of fetal tissue obtained from induced abortions in biomedical research and treatment. Agriculture/Rural LifePolicy changes to bring about greater economic development in rural communities? For the most part, farm policy is set at the federal level. However, I grew up in rural Nebraska and I realize there are state policies that can significantly impact the farm economy. I support Gov. Johanns' efforts to grow exports and create demand for Nebraska's ag products as well as his value-added agriculture initiative. Property taxes are a significant burden for farms and ranchers and I would consider supporting efforts to reduce that burden. Should Initiative 300 be left alone, modified or repealed? Modified Without weakening the provisions of Article XII, Section 8, I would support efforts to allow the transition of farms and ranches from elderly Nebraska farmers and ranchers to young Nebraska farmers and ranchers and also to allow for a limited number of Nebraska farmers and ranchers to pool their resources to promote rural economic development. Capital PunishmentRepealing the death penalty and replacing it with a mandatory sentence of incarceration for life without possibility of parole? I believe that our State should discuss alternatives to the death penalty and whether we can fairly and equitably carry out the death penalty and that it is done so without regard to affluence or race of those convicted. Keeping in mind that those that commit horrific crimes should always be prevented from further harming law-abiding citizens and that their punishment will be severe. Given the differences and challenges we face between the rural and urban areas any statewide voucher system that is put forth would need to be developed as to not weaken public education. Education tax credits may be more practical or a pilot voucher program in school districts where the public schools have failed to meet the state's new academic standards. Additionally, education tax credits used by families for schools of their choice is one way of supplementing local revenues should additional funding for education be necessary. Continued existence of public schools in small, rural communities? I grew up in rural Nebraska and value the quality of rural education in a small school. I support local control, but the patrons of a school district must recognize that keeping their community's school open may come at a price of higher local property taxes to support that school. I intend to be a consistent voice on these issues and will do all I can to work with like minded individuals and my fellow legislators. On environment, I support county zoning and local decision-making when it comes to deciding whether large hog facilities can locate in an area of the state. Decisions to either allow or prevent the construction or expansion of such a facility should not be made by the state. Something that is critical to public health is the need for many Nebraskans to access affordable prescription drugs. Although most effective solutions will be debated in the United States Congress, I would seriously consider proposals that help make prescription drugs affordable through legislative action in the Unicameral. It is also imperative that money in the Health Care Trust Fund as a result of the tobacco settlement be used only for public health initiatives. If it is not raided for other purposes, the public health system in our state should be better funded to meet very real needs. As a candidate for the Nebraska State Legislature, I believe that these are fundamental issues facing our state regarding how we address human life and abortion in our society. Legal immigrants have these rights today and I would ensure these rights as a member of the Legislature. Nebraska should move away from no-fault divorces. The appearance is that divorces are too easy to obtain and that diminishes the value of marriage in our society. Support Welfare PolicyProviding adequate funding for job training, childcare, transportation and medical care for individuals striving to become self-sufficient on the state's track from welfare to work? Support I believe the best goal is to break the cycle of dependence and lift people out of poverty while instilling a sense of pride and personal responsibility. I believe it is a disservice (to) let generation after generation in any family become trapped or satisfied with a life of government dependence.
Candidate’s Name: DiAnna R. Schimek Office Sought: District 27 Abortion If Roe v. Wade was overturned, extent to which abortion should be prohibited? I believe that the Roe vs. Wade decision is a public policy which has been accepted by the majority of Americans, and Nebraskans. By and large, I don't think the legislature should make any radical change in that public policy. Use of taxpayer funds for abortion? Oppose Except in the case of endangerment of the mother's life, rape and incest. In general, I do not believe the government should involve itself in the abortion issue. Legislation to prohibit research and treatment use of fetal tissue obtained from induced abortions? Oppose I believe that researchers and the institutions they serve should use every means at their disposal to find tissue from other than elective abortion. But I don't believe the research should end. Agriculture/Rural LifePolicy changes to bring about greater economic development in rural communities? Encouragement and expertise need to be furnished to those in agriculture wanting to diversify their crops. Educational institutions must be as responsive to rural needs as they are to urban needs. Support I believe some criminals should never be out on the streets again. I do not believe the death penalty is a deterrent. I think it is arbitrary and capricious. Oppose Comments: The state constantly struggles to find the money to fund public schools in a fair and consistent manner. It is the state's function to support public schools and I don’t think we have the resources to expand into the private school arena. Continued existence of public schools in small, rural communities? I think small rural schools have definite advantages, as well as some disadvantages. But they are sometimes very expensive. If the local school boards decide that a local school district can struggle alone no longer, then I believe the public will be more accepting of consolidations and mergers because the decision is made at the local level. I believe local zoning is imperative in every county in Nebraska. Zoning can impose standards. In 1999, I helped negotiate an agreement on temporary zoning legislation. The legislature has made giant steps towards ensuring that all children in Nebraska are covered by health insurance. We need to continue our progress. The state has also taken steps to insure the uninsurable through the "Chips" program. Now we need to work on making certain all adults in Nebraska have health care coverage. There probably should be some restrictions on services for newly immigrant families, but they should be treated no differently from other citizens in terms of their value and role in our society. I believe that the state has acted wisely in establishing and encouraging mediation for divorcing couples. We need to continue funding for drug and alcohol treatment and make it available to those who need it. We need to encourage wages that will support a family's most basic needs. Support My support for the status quo really depends on the definition of "used." It must be a legitimate use. Support From the evidence that I have seen, transitioning form welfare to work will be far more effective if accompanied by transitional benefits. Every child is a unique and unrepeatable gift from God and should be accorded legal protection from conception to natural death. Unborn children should be protected to the maximum extent possible by modern medical science. We have an obligation to assist women with difficult pregnancies both before and after the birth of her child. Use of taxpayer funds for abortion? Oppose The use of public funds for the destruction of unborn children is inappropriate. Legislation to prohibit research and treatment use of fetal tissue obtained from induced abortions? Support I plan to work cooperatively with University of Nebraska officials to build it into a world class institution for research and higher learning. The deterioration of Nebraska's rural communities will rapidly accelerate if we do not immediately address the growing disparity in the quality of communications services between the large urban markets and the more remote markets. Electronic internet-based commerce is quickly replacing traditional commerce and rural Nebraska is falling further and further behind the efforts of other states to address this "digital-divide" problem. As a lawyer, I agree with the court's reasoning in Roe v. Wade. I would support a Nebraska law that established the same tests as in that decision. Use of taxpayer funds for abortion? Support and Oppose I believe taxpayer funds may be appropriately used for low-income families that determined an abortion was necessary. I am not in favor of promoting abortion, but I do not oppose education about abortion, birth control and abstinence, and I believe it is appropriate for government to pay for such education. Legislation to prohibit research and treatment use of fetal tissue obtained from induced abortions? Oppose I believe such research is salutary. I do not believe that such research induces any woman to have an abortion. Agriculture/Rural LifePolicy changes to bring about greater economic development in rural communities? Agriculture will be very important in Nebraska for the foreseeable future, but rural areas need economic development. Tax and other financial incentives could be a way to attract businesses and workers to rural areas. However, the lack of entertainment and cultural activity in such areas make recruitment difficult. Should Initiative 300 be left alone, modified or repealed? Left Alone I favor the family farm but believe that it may be anachronistic. Large farming units have an economy of scale often unattainable in small farms. I believe society should encourage those who choose agriculture and rural living as a way of life, but I am dubious about government financing their decision. Oppose I believe there are some crimes which are so heinous that society has the right to take the perpetrator's life, but I think that the law should be applied sparingly and only in such heinous instances. Those who choose to send their children to private schools or colleges do so knowing that such education will cost them. My experience has been that such parents are willing to pay. I believe further school consolidation is necessary, but there are some areas of the state where distances render it impossible. I believe that school administrations can and should be considered as candidates for consolidation. I believe a public school system is one of the chief ends of government. Support Comments: I think information about sex and its consequences needs to be given to our youth, and I believe public educators would be responsible in doing so. Environmental regulations about pollution and leaching of waste into streams or aquifers exist, but may need to be strengthed (sic). Oppose I do not favor either suicide or euthanasia, but I believe a person has the right to refuse heroic efforts to maintain their life in the face of grace and terminal illness. I think incentives to businesses which offer such coverage to their employees might be considered, but help is so short at present that most businesses have to offer benefits to attract workers. We should do everything possible to encourage marriage over other living arrangements. Seek ways to teach more self-discipline and adverse effects of drugs in our schools. Support On Monday, April 17, it was announced on the editorial page of the Omaha World-Herald that I had won their endorsement. The article was quite flattering, however, my position on the use of fetal tissue for research was incorrectly reported. As the article most eloquently states, I am pro-life. However, there was an incorrect assumption made that I support the use of fetal tissue from elective abortions for research. This IS NOT the case. I believe that this controversial research must only be conducted with tissue obtained from miscarriages, still-births or organ donors who have given prior consent. I visited with my parish priest, Father Rodney Pruss, and with Jim Cunningham, far in advance of the World-Herald interview and they will affirm that I have always held this position. Furthermore, I have been in contact with the World-Herald and they have promised to correct this discrepancy in future publications. I am not against biomedical research and treatment. However, I oppose the use of fetal tissue obtained from INDUCED abortions. The "scheduling" of abortions for research is reprehensible.
