State Legislature Candidate Responses - General Election, Nov. 2002

Districts 1-25

Name of Candidate: Roger R. Wehrbein
Office Sought: Nebraska State Legislature, District 2

Abortion

Use of taxpayer funds in support of abortion?  Oppose

Agriculture/Rural Life

Reauthorize the Agricultural Opportunities and Value-Added Partnerships Act?  Support

I very much supported it and will do so again. Our present lack of revenue is a problem for funding. (I carried the bill.)

Capital Punishment

Repeal death penalty and replace it with imprisonment for life without possibility of parole?  Oppose

Would certainly consider life imprisonment after more discussion and better understanding of implications of no parole. I am still not certain or convinced that life without parole really means that.

Education

Education-expense tax credits?  No response

Education vouchers?  No response

I still have to be convinced that vouchers will not work to the detriment of public schools. I realize some studies would indicate that public schools are not harmed.

Environment

Legislation or other public policy to deal with environmental concerns associated with large-scale livestock confinement operations?

I am particularly concerned about care and responsibility of abandoned hog facilities.

Euthanasia

Legalize assisted suicide and euthanasia?  Oppose

However I am concerned about dying patients living several years in a "distressed state" with no hopes of improvement and a very very low quality of life. What are your solutions to that? I am interested.

Gambling

Constitutional Amendment to expand legalized gambling?  Support

I am personally strongly opposed to gambling. However if the public continues to clamor for it, I will consider some form of expansion under state regulation and control.

Health Care

Legislation or other public policy to make adequate health care coverage more accessible and affordable for all Nebraskans?

We have just provided thru (sic) LB 692 a big improvement for health care for all Nebraskans. Hopefully more can be done in the future if we can afford it, particularly in the area of medicine affordability.

Human Life

Legislation to prohibit embryonic stem-cell research?  Oppose

A very difficult area. As long as we are (USMC) (sic) using the present process, I support continued research. Hopefully other sources can be found. These diseases are devastating for families.

Legislation to prohibit cloning for research or live birth?  Support

No cloning of human beings.

Human Services

Legislation to ensure access to human services for immigrant families?  No Position

Comments: Legal immigrants should be cared for. Illegal immigrants are breaking the law.

Marriage/Family Life

Public policy changes to address social and public costs of failed marriages and the State’s interest in stable marriages?

I believe stable marriages should be promoted and I am open to ideas.

Welfare Policy

Adequate funding for transitional benefits for those striving to become self-sufficient pursuant to state policy? Support

Funding should be to the best of our ability at the present time. We have a severe financial crunch and that must be worked thru (sic).

Name of Candidate: Kermit Brashear
Office Sought: Nebraska State Legislature, District 4

Candidate declined to respond.

Name of Candidate: Pam Brown
Office Sought: Nebraska State Legislature, District 6

Candidate declined to respond. Statement on file with the Nebraska Catholic Conference.

Name of Candidate: Tim C. Pendrell
Office Sought: Nebraska State Legislature, District 6

Abortion

Use of taxpayer funds in support of abortion?  Oppose

Agriculture/Rural Life

Reauthorize the Agricultural Opportunities and Value-Added Partnerships Act? Support

Capital Punishment

Repeal death penalty and replace it with imprisonment for life without possibility of parole?  Oppose

We must make sure the death penalty is applied with equity in rural and urban areas. There is evidence to the contrary in Nebraska. The courts have also found our current statute unconstitutional.

Education

Education-expense tax credits?  Oppose

Education vouchers?  Oppose

I am the product and graduate of Catholic education. The State budget is unable to address the cost of vouchers or private school credits. Also, I believe private schools may not accept the rules and regulations attached to State funds.

Environment

Legislation or other public policy to deal with environmental concerns associated with large-scale livestock confinement operations?

I would support the leadership of the Unicameral's Natural Resources Committee in addressing the environmental and public health concerns raised by large-scale operations.

Euthanasia

Legalize assisted suicide and euthanasia?  Oppose

Gambling

Constitutional Amendment to expand legalized gambling? No Position

I believe the public deserves the right to vote on any proposals for expanded gaming, as we did with the Lottery.

Health Care

Legislation or other public policy to make adequate health care coverage more accessible and affordable for all Nebraskans?

I support health insurance coverage for the most vulnerable in our community, especially children. I would not have fought against the Kids Care health insurance program when it came before the Legislature four years ago.

Human Life

Legislation to prohibit embryonic stem-cell research?  Oppose

I would support legislation to encourage alternative, more ethical sources for material used for life-enhancing research.

Legislation to prohibit cloning for research or live birth?  Support

Human Services

Legislation to ensure access to human services for immigrant families?  No Position

I would have to know the extent of needs and costs for each of these areas.

Marriage/Family Life

Public policy changes to address social and public costs of failed marriages and the State’s interest in stable marriages?

I would have supported the Legislature's recent initiatives to promote family counseling information and good parenting education requirements as a means of protecting the interests of children in families broken by divorce.

Welfare Policy

Adequate funding for transitional benefits for those striving to become self-sufficient pursuant to state policy?  Support

Welfare to work makes sense for all taxpayers and too often politicians seeking a quick budget fix get this backwards.

Name of Candidate: John Synowiecki
Office Sought: Nebraska State Legislature, District 7

Oppose

Education

Education-expense tax credits?  Support

Education vouchers?  Support

Environment

Legislation or other public policy to deal with environmental concerns associated with large-scale livestock confinement operations?  No Response

Euthanasia

Legalize assisted suicide and euthanasia?  Oppose

Gambling

Constitutional Amendment to expand legalized gambling?  Support

I support allowing Nebraska citizens the opportunity to vote on a constitutional amendment to permit casino type gaming in our state.

Health Care

Legislation or other public policy to make adequate health care coverage more accessible and affordable for all Nebraskans?

My office is considering introducing legislation next session relating to corporations that derive LB 775 tax benefits. The proposed legislation would require these companies to provide medical health insurance benefits for their employees and contribute a percentage of the employees’ medical insurance premium costs.

Human Life

Legislation to prohibit embryonic stem-cell research?  Support

Legislation to prohibit cloning for research or live birth?  Support

Human Services

Legislation to ensure access to human services for immigrant families?  Support

Marriage/Family Life

Public policy changes to address social and public costs of failed marriages and the State’s interest in stable marriages?  No response

Welfare Policy

Adequate funding for transitional benefits for those striving to become self-sufficient pursuant to state policy?  Support

I voted against LB 8 in the 2002 Special Session. This legislation discontinued Medicaid eligibility to over 20,000 Nebraskans, mostly our working poor. While I agree that Medicaid reforms are needed, I could not support the approach incorporated within LB 8.

Name of Candidate: Mike Friend
Office Sought: Nebraska State Legislature, District 10

Oppose

I believe that there are certain, rare circumstances in which the death penalty would be necessary to show our respect for human life. If we do not send the message to society that knowingly and viciously taking a human life in a cold, calculated manner is not tolerated, then we are actually sending a message of disregard for human life.

Education

Education-expense tax credits?  Support

Education vouchers?  Support

My support is predicated on the idea or the assumption that these tax credits or vouchers do not place undue mandates on private schools (e.g., restrictions on prayer or curriculum).

Environment

Legislation or other public policy to deal with environmental concerns associated with large-scale livestock confinement operations?

I am not an advocate of prohibitive governmental restrictions and regulations. I am an advocate, however, of common-sense approaches in dealing with environmental issues. Communication and open-minded attitudes in dealing with farmers, ranchers, and other landowners to deal with these issues is the key.

Euthanasia

Legalize assisted suicide and euthanasia?  Oppose

Gambling

Constitutional Amendment to expand legalized gambling?  Support

I support expanded gambling under controlled circumstances. Gambling should not be available in any or all establishments. Again, common sense should rule here and we should establish laws that set geographic or demographic boundaries in regard to casino gambling.

Health Care

Legislation or other public policy to make adequate health care coverage more accessible and affordable for all Nebraskans?

Government mandated health programs do not provide sufficient answers in this area. Programs should be advocated that empower individual choice: such as voucher systems that could help individuals create medical savings accounts. This idea promotes more efficient use of dollars related to medical care. Also, creativity and aggressive approaches toward prescription drug access are needed. One creative approach includes analyzing generic drug accessibility.

Human Life

Legislation to prohibit embryonic stem-cell research?  Support

Legislation to prohibit cloning for research or live birth?  Support

Human Services

Legislation to ensure access to human services for immigrant families?  Support

Comments: It is important that all of these human services provided by the state have some accountability attached. This means that, while it is a fact of life that illegal immigration exists, there does need to be adherence to Federal and State law when services are being distributed. In other words, our state and federal officials need to track these services to provide the best services possible.

Marriage/Family Life

Public policy changes to address social and public costs of failed marriages and the State’s interest in stable marriages?

No public policy ever invented can address this issue and answer the questions properly. Government can make it more difficult for a couple to obtain a marriage or a divorce, but love and respect cannot be legislated. I would promote faith-based organizations and even state-sponsored information forums and counseling programs to deal with these issues, but the answers ultimately come from individuals and from the heart.

Welfare Policy

Adequate funding for transitional benefits for those striving to become self-sufficient pursuant to state policy? Support

Name of Candidate: Deb Suttle
Office Sought: Nebraska State Legislature, District 10

Abortion

Use of taxpayer funds in support of abortion?  Oppose

Tax funds should never be used for this purpose.

Agriculture/Rural Life

Reauthorize the Agricultural Opportunities and Value-Added Partnerships Act?  Support

Capital Punishment

Repeal death penalty and replace it with imprisonment for life without possibility of parole?  No Position

I would need to see specific legislation before taking a firm position. I supported the moratorium for the death penalty study. I would need to know that there was absolutely no possibility of parole.

Education

Education-expense tax credits?  Oppose

Education vouchers?  Oppose

The state is in a fiscal downfall and we cannot afford to fully fund public schools. The strings attached to money from the state may not be acceptable either, but I am supportive of educational opportunities for ALL teachers.

Environment

Legislation or other public policy to deal with environmental concerns associated with large-scale livestock confinement operations?

I pledge to continue to work with my rural colleagues to find the safest and best scientific practices for containment of large-scale livestock confinement operations.

Euthanasia

Legalize assisted suicide and euthanasia?  Oppose

Gambling

Constitutional Amendment to expand legalized gambling?  Support

I support letting the people vote to expand or limit gambling in the state. The lottery was voted on by the people. Any expansion in gambling should be approved by the people and regulated by the state per Nebraska's Constitution.

Health Care

Legislation or other public policy to make adequate health care coverage more accessible and affordable for all Nebraskans?

The financial crisis in the state forced the legislature in the wrong direction during the special session. Restoring access to all health insurance for the poor will be my #1 priority.

Human Life

Legislation to prohibit embryonic stem-cell research?  No Position

I support the life-enhancing and life-saving research done at the UNMC. However, I also support full exploration of the medical ethics and in trying to find scientific alternatives. (No embryonic stem-cell research is being done at this time at UNMC.)

Legislation to prohibit cloning for research or live birth?

Support

Human Services

Legislation to ensure access to human services for immigrant families?  No Position

I would support, depending on the cost of the services, access to citizens of Nebraska for all of these services. If the immigrant families are legally in the U.S., they are already eligible for these services.

Marriage/Family Life

Public policy changes to address social and public costs of failed marriages and the State’s interest in stable marriages?

I supported legislation mandating parents receive parenting classes in the case of divorce and children are involved. Children should not be used as pawns in marital disputes. I am a strong advocate for Nebraska families.

Welfare Policy

Adequate funding for transitional benefits for those striving to become self-sufficient pursuant to state policy?  Support

Name of Candidate: Pam Redfield
Office Sought: Nebraska State Legislature, District 12

Abortion

Use of taxpayer funds in support of abortion?  Oppose

Agriculture/Rural Life

Reauthorize the Agricultural Opportunities and Value-Added Partnerships Act?  No Position

Capital Punishment

Repeal death penalty and replace it with imprisonment for life without possibility of parole?  Oppose

With the proliferation of plea-bargaining, I do not believe that "imprisonment for life without possibility of parole" would exist without the existence of the death penalty.

Education

Education-expense tax credits?  Support

Education vouchers?  Support

Education expense tax credits are a viable alternative to vouchers for tuition costs.

Environment

Legislation or other public policy to deal with environmental concerns associated with large-scale livestock confinement operations?

I support strong penalties for violations of air and water quality statutes, in regards to large-scale livestock confinement operations.

Euthanasia

Legalize assisted suicide and euthanasia?  Oppose

Gambling

Constitutional Amendment to expand legalized gambling?

Oppose

Health Care

Legislation or other public policy to make adequate health care coverage more accessible and affordable for all Nebraskans?

Health care is a broad term that should be differentiated from health insurance. Policy makers need to clearly identify areas of duplication, underutilization, and economies of scale to maximize health dollars accessibility.

I believe that the marriage penalty for two-income families places additional stains on relationships and should be eliminated in both the federal and state income tax structures.

Welfare Policy

Adequate funding for transitional benefits for those striving to become self-sufficient pursuant to state policy?  Support

While adequate transitional benefits should be provided, they should not exceed the ability of our taxpayers to provide these resources for their own families, as well as low-income workers.

Name of Candidate: Brad Allen
Office Sought: Nebraska State Legislature, District 14

Abortion

Use of taxpayer funds in support of abortion?  Oppose

In my opinion the state is subsidizing murder.

Agriculture/Rural Life

Reauthorize the Agricultural Opportunities and Value-Added Partnerships Act?  Oppose

I would oppose at this time because it does not look like funding will be available. The economic effectiveness of such programs should be seriously looked at.

Capital Punishment

Repeal death penalty and replace it with imprisonment for life without possibility of parole?  Support

It is a dangerous and unnecessary power for the state to execute its citizens.

Education

Education-expense tax credits?  Support

Education vouchers?  Support

I support all efforts to get the free market involved in education. Excellence demands competition.

Environment

Legislation or other public policy to deal with environmental concerns associated with large-scale livestock confinement operations?

Strict liability, not government agencies and arbitrary government standards, should regulate pollution.

Gambling

Constitutional Amendment to expand legalized gambling?  Oppose

I support full casino gambling in Nebraska.  We already bear the social costs of gambling (after all the State runs a lottery).  People should decide if they want to gamble or not.

Health Care

Legislation or other public policy to make adequate health care coverage more accessible and affordable for all Nebraskans?

Less government involvement in the health care system.  That involvement has led to bureaucratic top-down management, rapidly escalating prices, costly regulations, the criminalization of the practice of medicine and many other problems.

Human Life

Legislation to prohibit embryonic stem-cell research?  No Position

Sole (sic) searching question I cannot answer at this time.

Legislation to prohibit cloning for research or live birth?

Support

Human Services

Legislation to ensure access to human services for immigrant families?  Support

All legal immigrants should have access to such services.

Marriage/Family Life

Public policy changes to address social and public costs of failed marriages and the State’s interest in stable marriages?

Government has a very limited role in this matter. People are going to have to change. Freedom demands a moral people in order to make it work.

Welfare Policy

Adequate funding for transitional benefits for those striving to become self-sufficient pursuant to state policy?  Support

I support helping people who want to help them self. (sic) The purpose of welfare should be to end the need for its own existence. But this is not happening. Why? Is government creating a class of dependent people and empowering government bureaucrats in the process?

Name of Candidate: Nancy Thompson
Office Sought: Nebraska State Legislature, District 14

Abortion

Use of taxpayer funds in support of abortion? No response

Current Nebraska law already addresses this. I have no plans to introduce any bills to change the law.

Agriculture/Rural Life

Reauthorize the Agricultural Opportunities and Value-Added Partnerships Act?  Oppose

The state is in a budget crisis. I believe this should be considered at the time funds are available so that improved bill language if needed can be added.

Capital Punishment

Repeal death penalty and replace it with imprisonment for life without possibility of parole?  No response

The immediate responsibility of the Legislation is to address the Supreme Court decision that affects the use of judges vs. juries to determine death sentences. In my opinion, Nebraska's death penalty is invalid without this change.

Education

Education-expense tax credits?  Oppose

Education vouchers?  Oppose

The state already has option enrollment for public schools. At the state level, Nebraska doesn't have tax money available to support this. We must address our core responsibility first. A lot of things we currently fund are being cut and there are more to come.

Environment

Legislation or other public policy to deal with environmental concerns associated with large-scale livestock confinement operations?

I support current law.

Euthanasia

Legalize assisted suicide and euthanasia?  Oppose

Gambling

Constitutional Amendment to expand legalized gambling?  Support

I support allowing a vote of the people on casino gambling.

Health Care

Legislation or other public policy to make adequate health care coverage more accessible and affordable for all Nebraskans?

The state is in a budget crisis. Regrettably, the cuts to our programs for the poor have been required to balance the budget. At this time, there is no money for program expansion.

Human Life

Legislation to prohibit embryonic stem-cell research?  No response

President Bush and Congress have addressed this at the national level.

Legislation to prohibit cloning for research or live birth?  No response

This is under consideration at the national level in Congress.

Human Services

Legislation to ensure access to human services for immigrant families?  Support

Marriage/Family Life

Public policy changes to address social and public costs of failed marriages and the State’s interest in stable marriages?

I support parenting education, family support (such as counseling) and increased mental health and substance abuse services for individuals and families. I have supported increasing services for victims of domestic abuse. I support job training and education assistance to help families become self-sufficient.

Welfare Policy

Adequate funding for transitional benefits for those striving to become self-sufficient pursuant to state policy? Support

I consistently supported these programs until the budget crisis. My voting record changed in the last year when we had to make cuts to balance the budget.

Name of Candidate: Matt Connealy
Office Sought: Nebraska State Legislature, District 16

Abortion

Use of taxpayer funds in support of abortion?

Oppose

Agriculture/Rural Life

Reauthorize the Agricultural Opportunities and Value-Added Partnerships Act?  Support

I wrote and prioritized the Ag. Op. and Value-Add bill. I am committed to more of this type of legislation.

Capital Punishment

Repeal death penalty and replace it with imprisonment for life without possibility of parole?  No Position

I am open to this legislation. Our current death penalty is used very infrequently and with, I believe, great care.

Education

Education-expense tax credits?  Oppose

Education vouchers?  Oppose

Environment

Legislation or other public policy to deal with environmental concerns associated with large-scale livestock confinement operations?

Local zoning needs to be protected. We have to also have a more fully developed solid waste and recycling program in the state.

Euthanasia

Legalize assisted suicide and euthanasia?  Oppose

Gambling

Constitutional Amendment to expand legalized gambling?  Support

If the state has the ability to regulate the activity.

Health Care

Legislation or other public policy to make adequate health care coverage more accessible and affordable for all Nebraskans?

The Legislature and the Governor hurt healthcare in Nebraska with LB 8 in the Special Session. We need to correct this. Nebraska needs to step up and help poor people with their basic needs.

Human Life

Legislation to prohibit embryonic stem-cell research?  Oppose

Legislation to prohibit cloning for research or live birth?  Support

Human Services

Legislation to ensure access to human services for immigrant families?  Support

We are now and always have been an immigrant nation. We need to help our new families become a part of the total fabric of Nebraska.

Marriage/Family Life

Public policy changes to address social and public costs of failed marriages and the State’s interest in stable marriages?

A living wage bill would help.

Welfare Policy

Adequate funding for transitional benefits for those striving to become self-sufficient pursuant to state policy?  Support

We will move to higher unemployment and a less active economy if we do not help our working poor.

Name of Candidate: Mick Mines
Office Sought: Nebraska State Legislature, District 18

Oppose

Education

Education-expense tax credits?  Support

Education vouchers?  Support

Environment

Legislation or other public policy to deal with environmental concerns associated with large-scale livestock confinement operations?

Current environmental standards are adequate.

Euthanasia

Legalize assisted suicide and euthanasia?  Oppose

Gambling

Constitutional Amendment to expand legalized gambling?  No Position

Voters must be allowed to decide if gambling is appropriate at the state and local levels.

Health Care

Legislation or other public policy to make adequate health care coverage more accessible and affordable for all Nebraskans?

No position.

Human Life

Legislation to prohibit embryonic stem-cell research?  Support

Legislation to prohibit cloning for research or live birth?  Support

Human Services

Legislation to ensure access to human services for immigrant families?  No Position

Marriage/Family Life

Public policy changes to address social and public costs of failed marriages and the State’s interest in stable marriages?

Marriage is a union between two people and the state should not interfere.

Welfare Policy

Adequate funding for transitional benefits for those striving to become self-sufficient pursuant to state policy?  No Position

Name of Candidate: Jim Jensen
Office Sought: Nebraska State Legislature, District 20

Oppose

Education

Education-expense tax credits?  No response

Education vouchers?  No specific response

Vouchers would only work in metropolitan communities so I don't know how well they would work across the state of Nebraska. I would certainly look at a form of providing a state tax credit.

Environment

Legislation or other public policy to deal with environmental concerns associated with large-scale livestock confinement operations?

County zoning laws.

Euthanasia

Legalize assisted suicide and euthanasia?  Oppose

Gambling

Constitutional Amendment to expand legalized gambling?  Oppose

Health Care

Legislation or other public policy to make adequate health care coverage more accessible and affordable for all Nebraskans?

I believe this is a very difficult question with the current budget situation. In Nebraska no one is turned away from emergency care and health clinics are available in the larger cities for those who cannot afford healthcare.

We need to do everything we can to support marriage and the family. I believe we need to eliminate no-fault divorce and require premarital counseling.

Welfare Policy

Adequate funding for transitional benefits for those striving to become self-sufficient pursuant to state policy?  No specific response

The best job training is to get a job with training provided by the employer. Our present welfare-to-work program is adequate.

Support

Education

Education-expense tax credits?  Support

Education vouchers?  Support

Environment

Legislation or other public policy to deal with environmental concerns associated with large-scale livestock confinement operations?

In my opinion, I feel that the following should be addressed:

Environmental Compliance: Units should comply w/manure storage and disposal regulation. Zoning: county to county zoning varies. We should research and ensure compliance. Location: Consider distances from processing facilities.

Euthanasia

Legalize assisted suicide and euthanasia?  Oppose

Gambling

Constitutional Amendment to expand legalized gambling?  Support

I support the Indian Gaming bill.

Health Care

Legislation or other public policy to make adequate health care coverage more accessible and affordable for all Nebraskans?

Every citizen should have access to health care and health care coverage. We must look to the Federal government to ensure all will receive health care coverage, affordable to all. At the state level we must do all we can to keep the programs in place. Financially we are in a troubled situation, however this is vital to our citizens even in these difficult financial times.

Human Life

Legislation to prohibit embryonic stem-cell research?  Oppose

Legislation to prohibit cloning for research or live birth?  Oppose

Human Services

Legislation to ensure access to human services for immigrant families?  Support

Name of Candidate: Arnold Stuthman
Office Sought: Nebraska State Legislature, District 22

Abortion

Use of taxpayer funds in support of abortion?  Oppose

I am strong Pro-Life (sic).

Agriculture/Rural Life

Reauthorize the Agricultural Opportunities and Value-Added Partnerships Act?  Support

Nebraska is an Agriculture state and we need to add as much value to our products as possible.

Capital Punishment

Repeal death penalty and replace it with imprisonment for life without possibility of parole?  No Position

Education

Education-expense tax credits?  No response

Education vouchers?  No response

Parents that choose to send their children to other schools rather than the school that the district provided are willing to pay this expense for education. At this time there should not be a change.

Environment

Legislation or other public policy to deal with environmental concerns associated with large-scale livestock confinement operations?

At the present time I think the DEQ is doing a good job on the environmental concerns with the waste management of large-scale operations.

Euthanasia

Legalize assisted suicide and euthanasia?  Oppose

Life will stop when the good Lord wants it to stop, and in no way should we allow someone to assist in the process.

Gambling

Constitutional Amendment to expand legalized gambling?  No Response

I would support gambling activity in Nebraska only if the revenue from this would benefit property owners and education in the state.

Health Care

Legislation or other public policy to make adequate health care coverage more accessible and affordable for all Nebraskans?

I do realize that this is a real concern for people in Nebraska, but at this moment I do not have a plan to solve it.

Human Life

Legislation to prohibit embryonic stem-cell research?  Support

Legislation to prohibit cloning for research or live birth?  Support

I oppose human cloning.

Human Services

Legislation to ensure access to human services for immigrant families?  No Position

Immigrant families should have access to these services in the same manner that the residents have.

Marriage/Family Life

Public policy changes to address social and public costs of failed marriages and the State’s interest in stable marriages?

I don't feel the state should address any of the cost of a failed marriage.

Welfare Policy

Adequate funding for transitional benefits for those striving to become self-sufficient pursuant to state policy?  Support

We need to get as many off of welfare as possible, and this can be done by assisting them with these programs.

Name of Candidate: Elaine Stuhr
Office Sought: Nebraska State Legislature, District 24

Abortion

Use of taxpayer funds in support of abortion?  Oppose

I am a pro-life advocate.

Agriculture/Rural Life

Reauthorize the Agricultural Opportunities and Value-Added Partnerships Act?  Support

With the farm economy in crisis we need jobs to keep people in the rural communities. The Ag Opportunities and Value-added Partnerships Act needs some changes to make it more friendly to smaller businesses as they are the backbone of our state and nation.

Capital Punishment

Repeal death penalty and replace it with imprisonment for life without possibility of parole?  Oppose

I feel however that the appeal process, number of appeals and length of time between, should be reduced. It is extremely difficult for all of the involved families when it becomes a 20 year process.

Education

Education-expense tax credits?  Oppose

Education vouchers?  Oppose

Sending children to private or parochial schools is a choice the parents make and I therefore believe funding is their responsibility. I also believe that with the state's continued budget crisis now is not the time to consider this issue. (I personally attended a parochial school during my elementary years.)

Environment

Legislation or other public policy to deal with environmental concerns associated with large-scale livestock confinement operations?

I believe the protection of our natural resources is an important concern regardless of the size of livestock operation. I believe additional research dollars should be used to address such issue as odor, flies and best management techniques related to confinement operations. I serve on the natural Resources Committee and also on the newly created Nebraska Water Task Force.

Euthanasia

Legalize assisted suicide and euthanasia?  Oppose

I do not believe it is ethical to allow doctors to assist in suicide or euthanasia.

Gambling

Constitutional Amendment to expand legalized gambling?  Oppose

I feel the negatives far outweigh the positives for the state of Nebraska. I believe the social costs to families and communities is immense.

Health Care

Legislation or other public policy to make adequate health care coverage more accessible and affordable for all Nebraskans?

The area of prescription-drugs certainly comes to mind. With increasing costs many elderly people have to make difficult choices such as food or medication.

Human Life

Legislation to prohibit embryonic stem-cell research?  Support

I have co-sponsored legislation to prohibit embryonic stem-call research. I believe researchers must be encouraged to use other sources of stem cells in their research. I do not believe the end justifies the means.

Legislation to prohibit cloning for research or live birth?  Support

Life is a creation and a gift. Children should not be like products that are designed and manufactured.

Human Services

Legislation to ensure access to human services for immigrant families?  No Position

I believe churches and other organizations will need to take a stronger role in the support of there (sic) families. The state of Nebraska is experiencing severe revenue declines leaving little hope for new programs.

Marriage/Family Life

Public policy changes to address social and public costs of failed marriages and the State’s interest in stable marriages?

I have consistently supported increased funding for Career and Technical Education offering for 7-12th grade students. Classes such as Child Development, Adult Living, Consumer Education teach life skills that prepare students to meet the challenges of marriage and family life. I believe these programs in the long run would save the state millions of dollars.

Welfare Policy

Adequate funding for transitional benefits for those striving to become self-sufficient pursuant to state policy?  Support

If funds are available these are certainly important areas for individuals striving to become self-sufficient. With the states (sic) declining revenues we have found it necessary to prioritize state spending.
