I believe that both agri-tourism and eco-tourism will be vital components in bringing greater economic development to rural communities.  I believe Nebraska can and should do more to promote our state as a tourism destination.

 

Enacting Initiative-300-like statutes to restrict use of limited-liability entities by investors not actively engaged in farming or ranching?  (No specific support or oppose response indicated)

 

I believe future corporate farming laws should be flexible enough to allow producers to form a LLC or similar structure in order to invest in farming or ranching operations.  Nebraska should focus on creating opportunities for all agriculture rather than restricting business arrangements.

 

Death Penalty

Abolishing the death penalty and replacing it with mandatory imprisonment for life without parole?  Support

 

I support repealing the death penalty and replacing it with life without parole.  Pope Paul II (sic) said that it is acceptable to end someone’s life if necessary to protect yourself.  This is not necessary in Nebraska.

 

Education

View of the roles of public schools, state-approved or –accredited private and religiously-based schools and home schools?

 

Effective public schools are essential for the future of Nebraska. We must continue to fully fund the needs of our public schools.  Private and religious schools also play an important role in providing families with choice in the education of their children.  The state’s role in these settings is to assure a quality education for the students.  Religious based and home schools provide (sic) must remain as choices for families.  I believe the current laws in place are adequate and no further regulatory legislation is needed for those who choose to home school their children.

I support the use of education-expense tax credits, vouchers, and scholarship donation tax credits as a way to enhance the ability of families to make education choices for their children.

I oppose making legal any form of assisted suicide or euthanasia.

I oppose in-state tuition benefits for those who are not legal Nebraska residents.

I support allowing participation in postsecondary education to fulfill work-activity requirements under self-sufficiency contracts.  Increased education is the key in reducing the need for continued assistance.

1.  Reduce the tax burden on Nebraska families through efficient government and redesign of the tax code.

2.  Assure Nebraska remains as competitive as neighboring states with regard to job growth, economic development, and promotion of tourism.

3.  Assure the most vulnerable of our citizens are supported to live productive and independent lives.

Abortion

If Roe v. Wade were overturned, extent to which abortion should be prohibited in Nebraska?

 

Direct abortion is the purposeful taking of a human life, and unintended consequences are the psychological, emotional, and spiritual harm of the mother.  There are also far-reaching physical consequences suffered by the unsuspecting mother.  If Roe is overturned, Nebraska should outlaw abortion and re-double our efforts to help desperate mothers who may be in situations contemplating abortion.

 

Using state funds for abortion?  Oppose

 

Agriculture/Rural Life

Public policy changes and/or initiatives to bring about greater economic development in rural communities?

 

I sponsored and passed LB 875, which expanded the Beginning Farmer Tax Credit.  I believe the future of our agricultural economy rests with the next generation of Nebraskans.  It does little good to encourage rural economic development if we are losing our agricultural heritage through our youth.

 

Enacting Initiative-300-like statutes to restrict use of limited-liability entities by investors not actively engaged in farming or ranching?  Oppose

 

Times have changed dramatically since the 1980’s when I-300 was conceived, and there is legitimate cause to suspect such a measure would tie the hands of Nebraska farmers.  Prudent regulation is legitimate and necessary in certain business practice; however, I am hopeful we move forward with past divisions behind us.

 

Death Penalty

Abolishing the death penalty and replacing it with mandatory imprisonment for life without parole?  Oppose

 

If all killers present and future could be incarcerated to ensure the public safety, then Nebraska should repeal the death penalty.  Inmate David Dunster murdered while serving a life sentence (1997).  A psychotic killer escaped from authorities while on a shopping trip to a South Lincoln mall (2008).  By these examples, it is clear that all killers can’t be incarcerated to ensure the public safety; therefore the death penalty shouldn’t be repealed.  I would change the death penalty to apply only to murderers who cannot be safely incarcerated.

 

Education

View of the roles of public schools, state-approved or –accredited private and religiously-based schools and home schools?

 

There is no adequate way to respond with brevity to the import of elementary and secondary education in a free society.  My best attempt follows:  Insofar as education leads a child to that which is true, it serves the child, the State, and the greater good.

 

Education-expense tax credits?  Support

Scholarship donation tax credits?  Support

 

The primary responsibility for education of offspring lies with the parent.  This is a fundamental derivative of the first things one can glean from the nature of man.  (Historically, “the second precept of the natural law.”)  Public policy should inform and support the prerogatives of the parent in making educational choices for the child.

 

Euthanasia/Assisted Suicide

Legalizing voluntary, consent-based euthanasia and assisted suicide for terminally ill patients?  Oppose

 

When physicians abolish or choose not to swear an oath prescribed by Hippocrates, then perhaps there is room for debate.  Until then, doctors who swear an oath to do no harm should abide by that oath.

 

Health Care

Public-policy reforms and/or initiatives, if any, to make adequate health care more affordable and accessible for all Nebraskans?

 

I supported legislation toward the appropriate reform of Medicaid, bolstered by my experience in the field of Long-Term Care (the largest fiduciary driver of Medicaid spending).  Controlling Medicaid now will ensure its viability for those in need.  I am also drafting legislation allowing insurers to offer less expensive healthcare policies to citizens.

 

Immigration

Role and/or actions state government should undertake, if any, regarding enforcement of Federal laws that govern immigration?

 

It is a fundamental injustice to bestow the fruits of a just society on those who have entered it illegally.  The State should disallow public benefits for illegal immigrants.  We should also encourage local law enforcement to cooperate with federal authorities under section 287(g) of the federal Immigration & Nationality Act.

 

Position on current Nebraska law that allows unauthorized immigrants who are graduates of Nebraska high schools (or GED program) and meet other requirements to pay resident tuition rates at public postsecondary institutions?  Oppose

 

 Welfare Policy

Allowing postsecondary education to fulfill work-activity requirements under self-sufficiency contracts for ADC recipients for as long as the recipient is eligible and pursing a degree?  Support

 

Welfare does not apply simply to the fiscal health of a person or society; there are also the non-corporeal elements of the person and society which must be considered.  An appropriate level of time spent in pursuit of education toward a vocation is legitimate to consider within ADC determinations.

 

Personal Priorities

Priorities as a member of the upcoming Legislature?

 

1.  Control government spending.

2.  Reduce tax burden, including proposals to stop increasing the gas tax.

3.  Enhance public safety for families and communities, including pro-life, pro-family legislation.

Abortion

If Roe v. Wade were overturned, extent to which abortion should be prohibited in Nebraska?

 

Abortion is unwise and unhealthy.  Abortion should become absolutely unnecessary in a society where every child is wanted and loved; so we must direct resources to the prevention of unintended pregnancies and support women who choose to have their babies.  However, abortion should be available in cases of rape, incest and to protect the health of the mother.

 

Using state funds for abortion?  Support

 

If the procedure is legal, it should be available to all women equally, without consideration of financial resources.

 

Agriculture/Rural Life

Public policy changes and/or initiatives to bring about greater economic development in rural communities?

 

We need to enhance existing economic development tools, such as the Rural Advantage program, and new economic development tools that should give special attention, and even enhanced tax breaks, to the unique needs of smaller communities.  If a state taxpayer-funded program can be responsibly performed in our smaller communities, those communities should get first crack at hosting the program.

 

Enacting Initiative-300-like statutes to restrict use of limited-liability entities by investors not actively engaged in farming or ranching?  Support

 

I would support legislative limits on land ownership similar to I-300, but they should include exemptions for industrial-type enterprises, such as concentrated animal feeding operations and business combinations involving active unrelated producers.  These laws need to incorporate flexibility that can adapt to changes in our agriculture economy.

 

Death Penalty

A legitimate case can be made that the death penalty has minimal deterrent effect on preventing crime, and its costs are significant and executions are both excessively delayed and rare.  But I also think that our society has the right to decide that there are some behaviors that are so heinous, so depraved and so beyond acceptable behavior, that the perpetrator of those acts deserves the ultimate punishment.

 

Education

View of the roles of public schools, state-approved or –accredited private and religiously-based schools and home schools?

 

All of these institutions play an important role in the education of our children.  None are exclusive.  The role of the state is to assure that all educational institutions are appropriately operated to an agreed level of excellence.  It is the responsibility of the tax-paying public to assure that public schools are adequately funded to meet that level of excellence.

Scholarship donation tax credits?  Oppose

 

If there were adequate financial resources available to our public schools, I would support providing public financial assistance to private schools.  Until that is the case, I cannot support the above-described proposals.

This is not an appropriate matter for legislative action.

It is critical that adequate health care be available to all Nebraskans.  I understand that the Nebraska Medical Association has chosen to make universal health insurance a priority for the coming legislative session, but I am not knowledgeable enough about the various alternatives to make a commitment to any specific solution at this time.

 

Immigration

Role and/or actions state government should undertake, if any, regarding enforcement of Federal laws that govern immigration?

 

No one gains from a policy of ignoring illegal activities.  But I believe that persons in our country without legal authorization usually are here for reasons that are no different from those of almost all or our ancestors:  freedom, economic security, personal advancement.  It is the responsibility of all levels of government to address this issue in a responsible and realistic manner.

 

Position on current Nebraska law that allows unauthorized immigrants who are graduates of Nebraska high schools (or GED program) and meet other requirements to pay resident tuition rates at public postsecondary institutions?  Support

 

This is a responsible method of giving opportunities for educational advancement, and contribution to their, and our, future well-being in a fair manner.

Tax incentives are needed which are tailored to encourage development of small businesses and beginning farm operations.  Economic growth in rural Nebraska is important to the overall economic vitality of our entire state.

I would much prefer family farms owned and operated by Nebraskans.  We must guard against any ownership restrictions that inhibit the ability of Nebraska farmers to form viable economic units or prevent beginning farmers from getting a good start.

Unfortunately the state has a small role to play in this federal issue.  I believe that the law must either be enforced or changed.  I oppose taxpayer support for illegal immigrants.

Unfortunately, by rewarding illegal behavior, you condone those actions and encourage more.  I am not opposed to legal immigration.  Illegal immigrants must be held accountable for their actions and there must be consequences to their illegal acts.

I am not comfortable with performing abortions under any circumstance.  I am pro-life.

 

Using state funds for abortion?  Oppose

 

I do not support using any state funds to pay for or promote abortions or for subsidizing organizations that have a primary responsibility of counseling clients where abortion is promoted as an option.

 

Agriculture/Rural Life

Public policy changes and/or initiatives to bring about greater economic development in rural communities?

 

I am the recently retired CEO of St. Francis Medical Center in Grand Island and I also served on the Chamber board and chaired the Economic Development Corporation board.  I have a wealth of knowledge in creating jobs.  In brief, nurture business growth through State programs like Nebraska Advantage and Super Advantage; focus on an educated work force that meets the need of employers; encourage growth of service-sector jobs (e.g., health care).

 

Enacting Initiative-300-like statutes to restrict use of limited-liability entities by investors not actively engaged in farming or ranching?  Support

 

Nebraska farm families travel to Grand Island to shop and use our healthcare facilities and other services; Nebraska farm corporations do not, at least not with the same intensity.  The vitality of whole regions is dependent on the vitality of family farms.

The death penalty should be maintained as a deterrent.  Unlike some states who seem to wantonly sentence criminals to death row, the current criminals on death row in Nebraska are small in numbers and committed heinous, almost unspeakable, crimes.

All these schools play an appropriate role; (a) public schools meet our societal obligation to provide free education to our children; (b) private schools allow parents the opportunity to meet that same obligation with a personal focus on specific beliefs and/or special curriculum with minimal government intervention; (c) home schools carry the private school concepts further by entrusting private education to a parent or guardian.

 

Education-expense tax credits?  Support

Education vouchers?  Oppose

Scholarship donation tax credits?  Support

 

It is parents’ responsibility/right to educate their children.  I support tax credits (with professed limited understanding) because legislators should find a way that helps parents address that responsibility.  However, I worry that vouchers will undermine the public education system, jeopardizing quality education for children and families that can’t afford other options. 

 

Euthanasia/Assisted Suicide

Legalizing voluntary, consent-based euthanasia and assisted suicide for terminally ill patients?  Oppose

 

During my lengthy career as a healthcare executive it was my experience that, with appropriate support, both physical, mental and spiritual, to guide patients through the journey toward death, very few, if any, would choose euthanasia.  Assisted suicide is a failure to offer and provide these options.

 

Health Care

Public-policy reforms and/or initiatives, if any, to make adequate health care more affordable and accessible for all Nebraskans?

 

I have been an advocate for the expansion of health services to Nebraskans.  In that advocacy role I have served on committees of both the American Hospital Association, Catholic Health Association and Nebraska Hospital Association in designing plans that accomplish that goal.  Space does not allow me to expand on the topic, but I will use my knowledge and expertise to make sure this is a priority issue.

 

Immigration

Role and/or actions state government should undertake, if any, regarding enforcement of Federal laws that govern immigration?

 

Tax dollars of hard working Nebraskans should not be used to enforce laws and regulations of the Federal Government.  The Federal Government should pay for, and enforce, these policies.

 

Position on current Nebraska law that allows unauthorized immigrants who are graduates of Nebraska high schools (or GED program) and meet other requirements to pay resident tuition rates at public postsecondary institutions?  Oppose

 

Background checking, enforcement and follow-up of this lengthy list of requirements will require building a state bureaucracy that would be funded by Nebraska taxpayers.  That’s wrong.

While CEO at Saint Francis we worked with the State to train healthcare workers who had been welfare recipients.  It did result in self-sufficiency and a savings in taxpayer dollars.  However, it was for associate degrees only.

 

Personal Priorities

Priorities as a member of the upcoming Legislature?

1.  Economic stimulation and growth creating jobs for Nebraskans.

2.  Access to affordable, quality healthcare.

3.  Educating our youth for the jobs available in our local economies.

 

I devoted almost 30 years of my professional life toward advancing the health ministry of the Church (Catholic).  I did so with the help and support of the diocese and continue to serve on its Office of Child Protection-Safe Environment Committee.  I believe I can carry many of my “learnings” and skills from the ministry to Lincoln and further be of assistance to both the Grand Island district and all Nebraska.

WHEN Roe v. Wade is overturned, all abortion should be prohibited in Nebraska.

 

Using state funds for abortion?  Oppose

 

I will fight against every effort to use State funds for abortion.

 

Agriculture/Rural Life

Public policy changes and/or initiatives to bring about greater economic development in rural communities?

 

A return to teaching vocational and technical skills is essential as a foundation for the success of our youth in rural and urban areas.  Agribusiness should be treated as every other business in terms of incentives.  Small businesses should be included in incentives that are now offered only to large employers.

 

Enacting Initiative-300-like statutes to restrict use of limited-liability entities by investors not actively engaged in farming or ranching?  Oppose

 

Initiative 300 violated the Commerce Clause and no other variation looks to avoid that violation.  To encourage family or individual ownership we should look beyond another ban on corporate ownership and create incentives for non-corporate ownership.

 

Death Penalty

As abhorrent as I find the taking of life, I believe that we must have that ultimate penalty available for some crimes.  After removal of all doubt of guilt through a fair trial, we must remove undue delays in carrying out the death penalty.  To be effective as a deterrent a penalty must be carried out swiftly.  To delay is unjust to victims and taxpayers.

 

Education

View of the roles of public schools, state-approved or –accredited private and religiously-based schools and home schools?

 

All have a place in today’s educational landscape.  Our State Constitution demands the education of our young, but it does not demand that this education be delivered by the State.  As a Catholic parent of a Catholic High School graduate, I very much respect religion-based schools.  I am not convinced that home schooling is viable for most, however, for some, it remains an acceptable alternative to traditional education.

Scholarship donation tax credits?  Support

 

I support credits for education expense and scholarships because those paying for private education relieve the burden on taxpayers.  As to vouchers, I support the concept; however, I have not yet seen a great vouchers system among those I have studied.  A fair one can be developed.

There are four progressive steps to every evil:  (1) Prohibition of the evil; (2) Allowance of the evil; (3) Encouragement of the evil; (4) Mandate of the evil.  China once prohibited abortion.  It is now mandated.  The USA encourages abortion through funding, etc.  Euthanasia/assisted suicide advocates are attempting to descend to the second step:  allowance.  Every step toward evil is evil.

Nebraska should educate more healthcare providers.  This is a long-term solution.  Increasing the supply of medical services is the only way to reduce costs.  Funding access to the services (increasing demand) without increasing the number of providers (static supply) will only increase costs, with the result that the taxpayer, rather than the consumer, will pay more for a service that is already overpriced.

 

Immigration

Nebraska must enforce all federal laws regarding illegal aliens.  Our federal government is cowering in the face of the problem, so Nebraska must pass tough legislation to provide for the identification of illegals (sic), elimination of benefits, and harsh penalties for hiring or harboring illegals (sic).  The penalties are the key, because as long as the wealthy and the foreign corporations can profit from the misery of the illegal alien, we will continue to pay for the problem.

Nebraska has a constitutional responsibility to educate its youth.  I am a strong supporter of public education and am proud to be endorsed by Nebraska’s teachers.  As a parent of four, I am acutely aware of how important and life-forming the educational experience is for our children.  Our decisions about a managing and funding Nebraska’s education systems will impact all of our children.  We are a small state, however, with a limited tax base.  We must be prudent in our use of taxpayer dollars to fund education, including aid to public schools, and at the same time, target the highest priorities for educating our youth and preparing them to be productive citizens.  We should look for new and creative ways to maximize every resource committed to education, including opportunities to cooperate with private institutions and home schools in initiatives that supplement the efforts of Nebraska’s education systems.

I would take a non-negotiable position on protecting an individual’s right to life.  My personal belief is that an individual human life begins at conception.  Therefore, it is my personal position that life is protected:  per the 14th amendment of the Constitution of the United States; within the 10 Commandments handed down by our Maker; and by the rules of our civilized way of life and society that forbids taking the life of another individual.

 

Using state funds for abortion?  Oppose

 

I am opposed to using state funds for the purpose of paying for, promoting and/or facilitating abortion.  I would counter that available funds would be better applied to education, prevention, support and adoption services.

 

Agriculture/Rural Life

Public policy changes and/or initiatives to bring about greater economic development in rural communities?

 

I believe our state needs to take inventory of our community assets (low cost of living, safe environment for children and elderly, good work ethic, pristine environment, etc.) and leverage them to convince all Nebraskans to stay in Nebraska.  This includes our retirees and our children.  We should identify our existing businesses that have the potential to expand and expand them.  We should identify ways for our youth to enter into farming and ranching utilizing such programs as the 100-Cow Program and tax incentives for farmers and ranchers willing to assist a first-time operator to get into agriculture.  We should also look at new business opportunities that include professional services, technology development, and innovative approaches to traditional main street businesses.

 

Enacting Initiative-300-like statutes to restrict use of limited-liability entities by investors not actively engaged in farming or ranching?  Oppose

 

Based on my limited knowledge of all the parameters and legal implications of restricting corporations or investors from engaging in farming or ranching in Nebraska, I would not be in favor of the regulations.  Based on current knowledge and information, I would envision there would be several implications if this type of legislation is enacted:  it would invite costly legal battles with those who feel that the legislation unfairly restricts trade and commerce; it would potentially limit a young farmer or rancher who wants to develop a business plan to create a corporate entity that could collectively raise financing and equity partners to enter into the farming or ranching sector.  These types of entities could potentially allow a huge number of young adults have an equity position in a farming or ranching operation that otherwise would be financially impossible; and, it is an attempt to legislate the downside of a situation versus spending capital to grow, educate, innovate and create value so that Nebraska farmers and ranchers continue to pass their assets on to their children, grandchildren, and great-grandchildren.

Until a more perfect way to ensure that people can live together in a society without viciously harming or killing each other is found, I believe we need to maintain the de4ath penalty.  We are a society of laws.  We use ramifications such as financial penalty, loss of freedoms, and ultimately loss of life to enforce these laws for the good and safety of our citizens and the people who live within our borders.  I realize that we do not have an infallible system for dealing with those who commit heinous crimes against people we love and cherish.  However, our society has taken extraordinary steps to ensure multiple levels of due process and review to avoid wrongful prosecution.

We should use Renewable Energy as one avenue to gain economic advantages.  Second, we need to understand the opportunities that exist now in rural Nebraska and create programs to entice people back to rural Nebraska.

We need to allow the same opportunities in Ag that we have in all other business ventures.

 

Death Penalty

Abolishing the death penalty and replacing it with mandatory imprisonment for life without parole?  Oppose

 

I believe that some crimes, and criminal have when proven beyond a reasonable doubt, earned this fate.  We need to make sure that the convicted person is proven through DNA and other technologies to be guilty; otherwise, we should not use the death penalty.

 

Education

View of the roles of public schools, state-approved or –accredited private and religiously-based schools and home schools?

 

All schools are important to education in Nebraska.  We have a responsibility to educate each and every child so that they are capable or providing for themselves and their families by the time they graduate from High School.

Euthanasia/Assisted Suicide

Legalizing voluntary, consent-based euthanasia and assisted suicide for terminally ill patients?  Oppose

Immigration

Role and/or actions state government should undertake, if any, regarding enforcement of Federal laws that govern immigration?

 

We cannot grant incentives, whether on purpose or by fiat.  It is not the states’ responsibility to enforce these laws.  We need to make sure we do not make our state attractive to undocumented workers.

 

Position on current Nebraska law that allows unauthorized immigrants who are graduates of Nebraska high schools (or GED program) and meet other requirements to pay resident tuition rates at public postsecondary institutions?  Oppose

 

Until the Federal laws are changed, then we must uphold the law by not providing incentives for undocumented illegal citizens.

 

Welfare Policy

Allowing postsecondary education to fulfill work-activity requirements under self-sufficiency contracts for ADC recipients for as long as the recipient is eligible and pursing a degree?  Support

 

We need to provide a bridge for people to become successful and able to provide for themselves and their families.
