Abortion If Roe v. Wade were overturned, extent to which abortion should be prohibited in Nebraska?
If Roe v. Wade were overturned, I believe Nebraska should prohibit abortions except in instances where the pregnancy could be lethal to the mother or the mother was a victim of rape or incest.

I do not support funding to pay for, promote or facilitate abortions. I do, however, support funding for organizations that provide services and education to low-income women.
Agriculture/Rural Life Public policy changes and/or initiatives to bring about greater economic development in rural communities?
We need to make sure our property taxes are low enough to be competitive with other states. We also need to incentivize people not only to do business in rural areas, but also live in them, such as continue programs like the Beginning Farmer Program, Grow Nebraska, the microenterprise fund, BEDA and lower levels of the Nebraska Advantage Act, all of which I have a history of supporting.

I would have to study any potential legislation to see just what the wording in statute would be to make sure that it hopefully could withstand a court challenge and be constitutionally sound.

I support the death penalty in Nebraska for the most heinous murders.

(a) public schools play a strong role in Nebraska and we need to properly fund them; (b) state-approved or accredited private and religiously-based schools also play a very important role in education and I don’t believe we should hinder them in any way by placing undue burdens or regulations on them; (c) I support a parent’s right to home school their children if they so choose.

The state should allow for federal regulation in this area, so that it is uniform across state lines.

This is something that I would want to monitor very closely to make sure recipients are doing what they say they are doing.

I am a pro life candidate, but I believe that abortion should be legal in cases of rape and incest.

I am going to be brutally honest with you about this…I once served on the board of Planned Parenthood because I worked with college kids who simply needed information about parental planning and sexual responsibility. But since my grandchildren were born, I have changed my position on abortion. I still believe in supporting sex education, but I no longer believe in supporting abortion or the reference thereof.
Agriculture/Rural Life Public policy changes and/or initiatives to bring about greater economic development in rural communities?
I believe we need to offer additional tax incentives to businesses that locate in rural communities, with a percentage scale based on the number of employees that the businesses would employ. I would also encourage commitment to an educational program about the importance of shopping locally because, honestly, if most people in rural communities did the majority of their shopping in their own hometowns, we wouldn’t need to offer incentives to new businesses. But most people don't shop locally; they travel to cities to shop in big box stores. And this, more than anything else, is hurting our agricultural economy because the people who do so have no idea that their own actions are hurting their community.

I am very torn about this issue because, on one hand, I believe this is a free country, and anyone who has worked hard to build financial capital should be able to purchase land if he/she so chooses. But on the other hand, large corporations are making real estate investment impossible for the family farmer due to the purchasing power of the corporations. I guess my answer would be a limit on the amount of land that one investor or corporation could purchase, unless that investor or the members of that corporation were actually working the land themselves, which in itself, would prevent multiple land purchases though the sheer impossibility of personally managing large holdings.
Death Penalty Abolishing the death penalty and replacing it with mandatory imprisonment for life without parole?
In my opinion, there is nothing inhumane whatsoever about lethal injection, and I would work in the legislature to get it approved. Anyone convicted of murder beyond a reasonable doubt, especially if that murder was ruled heinous, should be shown the same mercy that he or she gave his or her victims. None at all.
Education View of the roles of public schools, state-approved or –accredited private and religiously-based schools and home schools?
I believe that educating a child is the responsibility and preference of a parent. I think all three types of education are tremendously and equally important, as long as all three meet state requirements for standards. By that, I mean particularly home-based schools, which generally excel, but there are some instances where it’s just an excuse for parents not to send their kids to school. That’s why I believe all schools, state, religious, or home-based, must meet state-accreditation requirements.

The reason that I support these credits and incentives is because the parents of these children are paying taxes just like the rest of us. My district has several religion-based schools, with the largest being Falls City Sacred Heart. Sacred Heart has a long-standing tradition of excellence, yet many of the families are strapped due to tuition and fees for their children. Those parents pay taxes just like I do and some of that tax money should be used to help them educate their children just like that money was used to help me educate mine. I think incentives for educational choices are way overdue.
Euthanasia/Assisted Suicide Legalizing voluntary, consent-based euthanasia and assisted suicide for terminally ill patients? Support
If a patient has been declared terminally-ill by a physician, and that patient has no hope for a cure, and is in the final stages of his or her life, why shouldn’t we make it easier for him or her to go in peace? We don’t let animals suffer when they are dying. Why should we accept any less for human beings? My mother died of Alzheimer’s disease. It robbed her of her dignity, and caused severe emotional distress to her children. If she’d had this option, I know she would have taken it. We need to take away the stigma of euthanasia. God has already decided that this person will die. All we would be doing is eliminating tremendous suffering.
Health Care Public-policy reforms and/or initiatives, if any, to make adequate health care more affordable and accessible for all Nebraskans?
It is my firm belief that we, as a society, punish those who work to better themselves while rewarding those who make no effort whatsoever. I would advocate a public health policy that provides healthcare such as Medicaid for those families with at least one adult in the household who works a 40-hour work week. We have to stop punishing those who want to work by taking away services that they can only get by staying at home and living off of the taxpayer. If every (sic) had at least one able-bodied adult who is working, we wouldn’t have half the problems we have in this country. So let’s reward those who work by providing healthcare coverage, and penalize those who won’t work by denying it! It is, of course, different for those who can NOT take care of themselves, either for mental or physical reasons. We should provide health care for those who are simply unable, including children, the elderly, and the disabled.
Immigration Role and/or actions state government should undertake, if any, regarding enforcement of Federal laws that govern immigration?
The state should be very involved in the enforcement of Federal laws and policies, including arresting and deporting known immigrants who are here illegally. The federal government cannot possibly keep track of what’s going on in each state, and actually, the state can’t keep track of what’s going on in each community! Illegal immigration has reached epidemic proportions, yet our federal government continues to look the other way. American citizens can no longer get into our emergency rooms because illegal immigrants are filling them up. If our federal government is not going to enforce the laws, then turn those responsibilities over to the state and local communities.

Strongly oppose. Students who live across the Nebraska state line, in Council Bluffs for instance, must pay out-of-state tuition to attend a Nebraska school, yet lawmakers in this state have given in-state tuition PRIVILEGES to kids from Mexico and other foreign countries? I firmly believe that, if we are going to require our K-12 teachers to teach the children of illegal immigrants, then we must provide the funding for them to do so because, otherwise, we are handicapping hard-working American citizens. But we have to stop providing perks to illegal immigrants and their children! When we stop providing perks, they will stop entering this country illegally! That said, we must make it easier for law-abiding people to enter this country!
Welfare Policy Allowing postsecondary education to fulfill work-activity requirements under self-sufficiency contracts for ADC recipients for as long as the recipient is eligible and pursing a degree? Support
This will be one of my primary platforms. I believe that, if we pay to educate or train an ADC recipient, he or she will become a law-abiding, productive citizen of the state, who will pay taxes and take care of his or her own family. I would rather pay to educate our citizens for four years than pay to support them for 40 years.

1. Education or vocational training for every Nebraska citizen will work to better his/her life. 2. Enforcing illegal immigrant laws, and actually doing something about illegal immigration. 3. Working to make our governmental departments more efficient so we can lower taxes, and put more money in the pockets of hard-working Nebraska citizens.
I would also like to add that I will work very hard to promote economic development projects in my district. I have extensive experience in economic development, and will bring that real-world experience to the table to help better the lives of southeast Nebraskans. I have only been mayor of Stella, Nebraska for one year and we have already opened two new businesses in my community. This is a community that hasn’t seen a new business in over a decade. I will take that leadership experiences into the legislature, where I guarantee I’ll make a difference.

It is important for rural communities in Nebraska to be self-sufficient and self-sustaining. It is also important that they build their own economy and quality of life. However, I do support parents’ right to choose the best educational path for their children, whether that be private, religious-based, or home schools. Wagner, State Legislature, District 25 Abortion If Roe v. Wade were overturned, extent to which abortion should be prohibited in Nebraska?
Nebraska has some of the most strict abortion laws in the nation and I will continue to support these laws. I do not support abortions on demand but believe this is an issue for a woman, her doctor, and her religious leader.

I support efforts to reduce the number of abortions, including age-appropriate education. I want to provide support to our young so they never have to confront the issue of abortion.
Agriculture/Rural Life Public policy changes and/or initiatives to bring about greater economic development in rural communities?
We need to reform our burdensome property tax laws. This tax is applied without regard to land’s ability to produce net income. The effect of ethanol production on increasing land prices without increasing net income is only exacerbating this problem.

Initiative 300 did not prevent the Mormon Church or Ted Turner from becoming the largest land owners in Nebraska. I will support all legislation and policy that creates and expands traditional and alternative agricultural opportunities.

I support the State of Nebraska developing death penalty protocol to be used on those convicted of the most heinous crimes.
Education View of the roles of public schools, state-approved or –accredited private and religiously-based schools and home schools?
I respect and support the roles performed by each of these school groups. I would not support legislation that would adversely create additional hardship on any of them. I am a strong supporter of public education and am proud to be endorsed by Nebraska’s teachers.

Access to affordable healthcare is critical to both urban and rural parts of Nebraska. It should be a top priority. We have a moral obligation to care for the sick and vulnerable.

Our state and federal governments need to step forward and provide easy-to-use tools to employers to identify legal residents and workers. The use of illegal immigrants drives down wages for honest and hard-working citizens. Employers hiring illegal immigrants have an unfair advantage over honest businesses. Dishonest businesses should be prosecuted and illegal immigrants will leave because they will not have jobs.

Focusing on employers hiring only legal residents will eliminate the root cause of this issue because it will not be economically feasible for illegals (sic) to live in the state. We also will not create a large expensive bureaucracy sucking tax dollars that could be used to educate legitimate students.

The road to self-sufficiency is through self improvement and improving one’s education along with hard work are parts of supporting one’s self. Support programs should always have limits and never continue indefinitely.
